<br />Item No: 7E <br />Meeting Date: June 27, 2016 <br />Type of Business: CB <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br /> <br />From: Desaree Crane, Assistant City Administrator <br /> James Ericson, City Administrator <br /> <br />Item Title/Subject: Resolution 8602, Approving the Hire of Nathan Harder to the <br />Position of Mounds View Police Chief <br /> <br /> <br />Introduction: <br /> <br />Police Chief Tom Kinney retired from the Mounds View Police Department on April 29, <br />2016. Deputy Police Chief Steve Menard was appointed as Interim Police Chief effective <br />April 30, 2016. <br /> <br />At the February 1, 2016, Work Session, the City Council reviewed a timeline for recruitment <br />for this position. Subsequently, Staff convened a meeting of the Police Civil Service <br />Commission on Wednesday, February 3, 2016, and the members agreed with the <br />recruitment steps proposed by the City Council. <br /> <br />At the February 8, 2016, City Council Meeting, the City Council approved the <br />advertisement for the Police Chief position. Based on City Council direction, Staff enlisted <br />the assistance of a professional recruitment firm, Setter & Associates, to assist the City in <br />the recruitment process. <br /> <br /> <br />Discussion: <br /> <br />Staff received twenty-one (21) applications. With the assistance from Setter & Associates, <br />Staff narrowed the candidate pool down to eight (8) candidates. These eight (8) <br />candidates were sent a written questionnaire to measure their writing skills and overall <br />knowledge of leadership, cooperative relationships, policy making, and community policing. <br />After reviewing the written responses, it was the consensus of Staff and Setter & <br />Associates to interview five (5) candidates. On May 12th and 13th, candidates were <br />interviewed by a panel consisting of Mayor Flaherty, Councilmember Mueller, City <br />Administrator Ericson, Assistant Administrator Crane, and New Brighton Public Safety <br />Director Bob Jacobsen. After the interview process was completed, the decision was <br />made to have a second interview process with the top two (2) candidates. The second <br />interview panel consisted of the City Council, Administrator Ericson and Assistant City <br />Administrator Crane on Tuesday, May 24, 2016. The top two candidates interviewed were <br />Deputy Chief Steve Menard (internal candidate), and current Breckinridge, MN Police Chief <br />Nathan Harder. It was the consensus of the City Council to offer the position to Nathan <br />Harder. <br /> <br />
