Item No: 7E Meeting Date: June 27, 2016 Type of Business: CB City of Mounds View Staff Report To: Honorable Mayor and City Council From: Desaree Crane, Assistant City Administrator James Ericson, City Administrator Item Title/Subject: Resolution 8602, Approving the Hire of Nathan Harder to the Position of Mounds View Police Chief Introduction: Police Chief Tom Kinney retired from the Mounds View Police Department on April 29, 2016. Deputy Police Chief Steve Menard was appointed as Interim Police Chief effective April 30, 2016. At the February 1, 2016, Work Session, the City Council reviewed a timeline for recruitment for this position. Subsequently, Staff convened a meeting of the Police Civil Service Commission on Wednesday, February 3, 2016, and the members agreed with the recruitment steps proposed by the City Council. At the February 8, 2016, City Council Meeting, the City Council approved the advertisement for the Police Chief position. Based on City Council direction, Staff enlisted the assistance of a professional recruitment firm, Setter & Associates, to assist the City in the recruitment process. Discussion: Staff received twenty-one (21) applications. With the assistance from Setter & Associates, Staff narrowed the candidate pool down to eight (8) candidates. These eight (8) candidates were sent a written questionnaire to measure their writing skills and overall knowledge of leadership, cooperative relationships, policy making, and community policing. After reviewing the written responses, it was the consensus of Staff and Setter & Associates to interview five (5) candidates. On May 12th and 13th, candidates were interviewed by a panel consisting of Mayor Flaherty, Councilmember Mueller, City Administrator Ericson, Assistant Administrator Crane, and New Brighton Public Safety Director Bob Jacobsen. After the interview process was completed, the decision was made to have a second interview process with the top two (2) candidates. The second interview panel consisted of the City Council, Administrator Ericson and Assistant City Administrator Crane on Tuesday, May 24, 2016. The top two candidates interviewed were Deputy Chief Steve Menard (internal candidate), and current Breckinridge, MN Police Chief Nathan Harder. It was the consensus of the City Council to offer the position to Nathan Harder.
