<br />Item 07E <br />Monday, June 27, 2016 <br />Page 2 <br /> <br /> <br />Mr. Harder is currently the Police Chief for the City of Breckenridge, MN (2010-present). <br />Formerly, Mr. Harder has worked in the police arena as an Alaska State Trooper (2009), <br />Brooklyn Park PD (2005-2009), Spokane WA PD (2003-2005), and Arlington, TX PD <br />(1997-2003). Mr. Harder has a Bachelors Degree in History/Political Science and is <br />currently pursuing his Masters Degree in Criminal Justice. In addition, Mr. Harder has <br />numerous instructor certifications to include defensive tactics, firearms, active shooter and <br />less-lethal instructor to name a few. He also has an extensive background in community <br />outreach programs. <br /> <br />The City Council interview panel forwarded their recommendation to the Police Civil <br />Service Commission who, on May 31, 2016, certified an eligibility list consisting of three <br />names, Steve Menard, Nathan Harder, and David Thompson, in that order. The Police <br />Civil Service Commission did not agree with the interview panel’s recommendation to hire <br />Nathan Harder, and recommended to promote from within the police ranks. The Police <br />Civil Service Commission did acknowledge that the City Council could choose whomever <br />they wanted regardless of the order in which the names appear. Based on the eligibility <br />list, the City Council directed Staff to initiate the background check and evaluations on <br />Nathan Harder. <br /> <br />The following background checks and evaluations were conducted, all with positive results: <br /> <br />• Background investigation and reference check, conducted by Cardinal <br />Investigations <br />• Psychological evaluation, conducted by Gary L. Fischler & Associates <br />• Medical evaluation, conducted by Multicare Associates <br /> <br />Proposal: <br /> <br />Nathan Harder will start at Step 2 of the range with an increase to Step 3 after one year of <br />employment. All increases are subject to a satisfactory performance evaluation and City <br />Council consideration. In addition, the City will be offering reimbursement of Mr. Harder’s <br />relocation expenses up to a maximum of $1,000. The City will only reimburse for <br />reasonable expenditures which are supported by valid receipts provided to the City. The <br />following below represent the current steps and rates of pay for the Police Chief position: <br /> <br /> <br /> Step 1 Step 1.5 Step 2 Step 3 Step 4 Step 5 <br />$44.34 $45.72 $47.11 $49.88 $52.65 $55.42 <br /> <br />Recommendation: <br /> <br />Staff recommends the City Council approve the attached Resolution 8602, approving the <br />hire of Nathan Harder to the position of Mounds View Police Chief. <br /> <br />Respectfully submitted, <br /> <br />________________________ <br />Desaree Crane <br />
