RFP Review-6991 Pleasant View Drive <br /> April 26, 1999 <br /> Page 2 <br /> E) Vista Construction, Inc. (Exhibit E)—The proposal includes a bid of$47,250 for the <br /> lot. The home will have approximately1,860 finished square feet with and additional 600 <br /> square foot expansion on the fourth level (basement). The proposal also includes 3 <br /> bedrooms, 2 baths (3`d rough in) and a 3-stall garage with and estimated overall value of <br /> $181,250+(depending on landscaping). <br /> DISCUSSION <br /> Of the five proposals submitted, staff recommends the EDA select a"first choice" proposal to <br /> enter into a purchase and redevelopment agreement with. In addition, the EDA should choose a <br /> "second choice" as an alternate proposal that may be used in the event the first selection falls <br /> through. In reviewing the submitted proposals, it appears that each proposal meets the minimum <br /> design criteria and has a design that would blend in with the surrounding neighborhood. The <br /> council may wish to focus on the bid price, house design, overall value of the home and the <br /> reputability of the builder/developer. <br /> Each builder/developer submitting a bid has built homes in the area and act as the general <br /> contractor on all projects. The exception is with the Help You Build, Inc. proposal, which allows <br /> the buyer to operate as the general contractor for most of the finished work. The builder <br /> constructs the foundation and shell of the home. The buyer is then obligated to arrange for the <br /> remainder of the work to be completed by subcontractors. <br /> ACTION TO BE CONSIDERED <br /> Select a Builder/Buyer team to enter into a purchase and redevelopment agreement with the EDA <br /> for the redevelopment of the city owned lot at 6991 Pleasant View Drive as part of the Housing <br /> Replacement Program.
