April 29, 1999 <br /> To: Honorable Mayor and City Council <br /> From: Chuck Whiting, City Administrator <br /> Re: May 3, 1999 City Council Work Session <br /> i <br /> We have several items the council is familiar with for Monday's work session. Here's what's <br /> coming: <br /> Item 1 - Further Discussion of Tax increment Financing: To follow-up on the April 19 <br /> discussion of TIF, I thought the next logical place to give consideration is to review the programs <br /> . and commitments the city has been making for the use of its tax increment funds. This would <br /> include the housing and economic development programs and debt obligations. It also raises the <br /> questions of what should the city be doing with the rest of the funds. This seems to be the key <br /> point for much of council members comments and resident comments in the recent past. If it is <br /> to be dealt with,the council will need to address it and that perhaps can be the objective of the <br /> discussion for Monday night. <br /> Item 2 - Hiring Administrative Assistant: Cari will be present to discuss this item <br /> Item 3 -Personnel and Administrative Policies: This item received some discussion a number <br /> of weeks ago. Two years ago staff began to review the variety of personnel related policies the <br /> city had in different areas and formats in an attempt to codifiy them into one official document. <br /> Due to changes in personnel however,this was not completed nor has staff been able to revisit "` <br /> the policies. This would be this council's introduction to the official policies as we think they <br /> exist. As we found with the telephone bill discussion, the latitude of management to affect <br /> written or unwritten policies may be something the council will want to keep in mind, in other <br /> words not everything may need a policy. <br /> The council may want to give further consideration to other personnel policies that have been <br /> • heavily debated as well,particularly pay plans and pay equity issues. I contacted each of you <br /> this week stating that my position on the assistant city administrator position is to retract the <br /> proposal sensing the deeper division that the issue exposed at the meeting last Monday. These <br /> longer term concerns should really be addressed and hopefully a consensus of the full council <br /> could be arrived at prior to awkward public debates that may do more to damage the organization <br /> then help it. It would seem that some discussion of what the acceptable nature of personnel <br /> administration should be, expectations from it, and a realistic correlation to budget and work ti, <br /> loads should be reviewed. The policies are only a part of it, but the concerns seems to be much <br /> deeper and perhaps should be addressed in the interim. <br /> Item 4 - Discussion of Knollwood Green Townhouse Association request for Rehabilitation <br />
