April 1, 1999 <br /> To: Honorable Mayor and City Council <br /> From: Chuck Whiting, City Administrator <br /> Re: Monday,April 5, 1999 City Council Work Session <br /> With the Council agreeing to go to an additional work session each month, this has shortened the <br /> agenda for Monday evening. A reminder, Council members can look ahead to future agendas by <br /> clicking on the agenda icon on your office computer. We do change it from time to time, but it can <br /> give you an idea of what's coming up. For Monday, here's what we've got: <br /> Item 1 -YMCA and Catering Agreements: Bruce is finishing up drafts of both for the packet and <br /> will present them Monday evening. <br /> Item 2 -Year 2000 Budget Schedule: The City has set schedules in the past for dealing with the <br /> next year's budget, essentially making sure that some process is in place. In your packet is 1998's <br /> schedule . What is not clear from this is the objectives the Council would like to see met in the next <br /> budget nor whether the Council is comfortable in knowing how the budget truly works. I suggest <br /> doing two things, first, recognize that a schedule will be needed to process the budget. Second, a <br /> great deal of planning helps facilitate this process. This means not only being clear about objectives <br /> for the city to meet, but also some work on whether the budget can really meet those objectives. <br /> This year I would suggest we spend some time on community development planning and tax <br /> increment funds since those have been talked about a good deal. Also, with the Streets Committee <br /> Report coming out, we will need to spend some time correlated projected street improvement <br /> projects into future budget planning. These items are coming to the Council this month which will <br /> be helpful in kicking off the budget preparation. As for the schedule of meetings,we can get more <br /> formal about that after some discussion. <br /> Item 3 - 8300 Fairchild Avenue: Steve Dorgan will report on this item. <br /> Item 4 -2091 Hillview Drive Options: Steve will also report on this. <br /> Item 5-Wetlands and Woodcrest Park: See Mike's report on this item. Also,we received a letter <br /> from a resident about Woodcrest Park. <br /> Item 6 - Streets Committee Draft Report: Mary Malrick will present the committee's final draft. <br /> A resolution accepting the report will be place on the Council's agenda for next week assuming the <br /> Council approves of the draft. <br /> Item 7-MSA System Certification Request: Mike will review the process for this item. The issue <br /> was essentially raised as part of the Streets Committee work. <br /> Item 8 - Golf Course Billboards and Truck Purchase: Since these two items have elicited <br />
