r; <br /> April 22, 1999 <br /> • <br /> To: Honorable Mayor and City Council <br /> From: Chuck Whiting, City Administrator <br /> Re: April 26, 1999 City Council Meeting <br /> We actually have a relatively short agenda for Monday which for those of you who spent three <br /> nights at City Hall this week may appreciate. Here's what we have for Monday: <br /> 7A. Unfinished Business - Onan Project: Council will recall residents expressing concern over <br /> the Onan plans in Fridley at the April 12 meeting. Last week I talked with Valerie Amundson, <br /> the woman who spoke to the Council that night, who was looking for any action the City could <br /> consider to minimize the impact of this project. Onan quickly set up a neighborhood meeting for <br /> tonight at Onan. I suggested to Ms. Amundson that she see what Onan may contemplate in view <br /> of their project's impact on her property. Jim Erickson is to attend that meeting tonight, and Rob <br /> Marty has indicated he will be attending as well. The results can be reported on Monday night. I <br /> did talk with the city manager of Fridley who expressed some surprise at the comments that <br /> problems have traditionally existed between the two cities as he was not aware of any, nor was I. <br /> As for this project he said he would let me know if anything of any substance came up. I think <br /> tonight's meeting will be important in knowing what else may happen with this project. <br /> 9D. Resolution 5334 Approving Assistant City Administrator Position: I added some <br /> additional language emphasizing the role in legal management for this position. I do believe that <br /> spending more attention on our legal needs can make up for the annual increase in pay for this <br /> position. The new language is double underlined and in small cap italics. I also want to <br /> emphasize this position as different in that it would essentially be a department head position for <br /> administration and personnel functions, as opposed to an extension of my position. I would not <br /> be proposing this position unless I felt Ms. Schmidt was capable of the role and that her abilities <br /> in an upgraded position would be helpful to the organization. It was also clear from the work <br /> session that should Ms. Schmidt leave this position, it would not automatically stay as this job <br /> description. That decision would be evaluated at that time. <br /> 9E. Antenna Proposal: Mike has a memo on this and is looking for some direction. <br /> 9F. Spring Lake Road/County Road I Survey: The results of the survey look interesting. <br /> Council direction will be sought here as well. <br /> In other business, Bob Long continues to work at the legislature on our airport legislation. He <br /> can report on the status of those efforts Monday evening. The mayor and I met with two <br /> representatives of the pilots at the airport on Monday, and the Blaine city manager. They would <br /> like to take an active role in addressing noise complaints by putting in a phone line to receive and <br /> respond to noise complaints. We added that direct contact on an ongoing basis with our residents <br />
