-3- <br /> THE DEPARTMENT <br /> The Mounds View Police Department is staffed by the Police Chief, a Lieutenant, two <br /> Sergeants, nine Patrol Officers, two Investigators, a D.A.R.E. Officer, a Community <br /> Service Officer, and various personnel in dispatch and clerical positions. <br /> The City shares a computer system with other cities for record keeping and investigation <br /> purposes. The City contracts with Ramsey County for dispatch services. <br /> Recent crime statistics show a 10.5 crime rate per 100 inhabitants. The City promotes <br /> active Community Oriented Policing and D.A.R.E. Programs. <br /> THE POSITION <br /> The Police Chief for the City of Mounds View provides leadership in the planning, <br /> development, and implementation of a comprehensive law enforcement program for the <br /> citizens of Mounds View. The Police Chief reports to the Council in the development of <br /> public policy and works under the general supervision of the Clerk/Administrator. <br /> Specific duties include: <br /> • Implement a program of law enforcement and public service to engender the respect <br /> and confidence of citizens, preserve the law, and protect life and property. <br /> • Delegate responsibility and authority to Department Officers. <br /> • Plan and direct an in-service training program designed to maintain officers' <br /> awareness of changes in laws and to ensure fairness in carrying out law enforcement <br /> activities. <br /> • Personally perform police work activities and provide direct assistance in special <br /> investigations. <br /> • Develop and implement various crime prevention programs and build community <br /> support for such activities. <br /> • Prepare and submit the Department budget and control expenditures within budgetary <br /> limitations. <br /> • Comply and submit regular reports to the City Council and make personal <br /> presentations at meetings. <br />
