Maki CUP Request <br /> 8100 Long Lake Road <br /> February 22, 1999 <br /> Page 2 <br /> Adverse Effects and CUP Criteria <br /> The City Code, in Section 1125.01, Subd. 1, states that the possible adverse effects of a <br /> conditional use permit request shall be examined prior to taking action. The following represent <br /> those items explicitly stated in the Code: <br /> 1. Relationship with the Comprehensive Plan. <br /> The Comprehensive Plan encourages the development and maintenance of residential <br /> areas so as to improve the quality, appearance and attractiveness of housing units and <br /> residential property in general. The Comprehensive Plan designates this property, 8100 <br /> Long Lake Road, as low-density residential. This proposal does not conflict with the <br /> Comprehensive Plan. <br /> 2. The Geographical Area Involved. <br /> 4. The Character of the Surrounding Area <br /> In this area of Mounds View, there is a good mix between larger lots and smaller lots. <br /> Most of the homes in the immediate area are of the same size and age, many of which <br /> having garages as large or larger than that of 8100 Long Lake Road. More than half of <br /> the garages in the area are attached to the principal structure. A larger garage on the <br /> subject property would not appear out of place. <br /> 3. Whether such use will tend to or actually depreciate the area in which it is proposed. <br /> Increasing the size of the existing garage will have an immediate positive impact on the <br /> property value for the subject property, and may actually increase the perceived values of <br /> the homes surrounding 8100 Long Lake Road in that vehicles which were once parked or <br /> stored outside would be stored inside the garage addition. It is not conceivable that this <br /> garage addition would depreciate the surrounding area in any way. <br /> 5. The demonstrated need for such a use. <br /> The existing garage is too small for the needs of the property owner. The applicant desires <br /> a large enough garage to park his vehicles inside,protected from the elements and possible <br /> vandalism. <br /> This proposal appears to satisfy the adverse effects criteria. The City Code also identifies the <br /> criteria for granting a conditional use permit, which are outlined in Section 1125.01, Sub 3b. <br /> The response to the these criteria, grouped in logical, not numerical, order are as follows: <br /> (1) The use will not create an excessive burden on existing parks, schools, streets and other <br /> public facilities and utilities which serve or are proposed to serve the area. <br /> (7) The use will not cause traffic hazards or congestion. <br />
