RESOLUTION NO. 5359 <br /> CITY OF MOUNDS VIEW <br /> COUNTY OF RAMSEY <br /> STATE OF MINNESOTA <br /> RESOLUTION ACCEPTING JURISDICTIONAL TRANSFER OF <br /> COUNTY ROAD I FROM WEST COUNTY LINE TO SILVER LAKE ROAD <br /> FROM RAMSEY COUNTY <br /> WHEREAS, the 1991 Minnesota Legislature established a Ramsey County Local <br /> Governmental Services Study Commission to report on the advantages and disadvantages of <br /> sharing, cooperating, restructuring, or consolidating activities in areas of public service including <br /> public works; and <br /> WHEREAS, the consolidation plan provides for reclassification of roadways and <br /> corresponding changes in jurisdiction including the transfer of local and State Aid roadways <br /> between the County and municipalities; and <br /> WHEREAS, County Road I (County Road 82) from West County Line to Silver Lake <br /> Road, located in the City of Mounds View, is presently under the jurisdiction of Ramsey County <br /> as a County road; and <br /> WHEREAS, this roadway has been determined to serve a local function only; and <br /> WHEREAS, revocation of County road status may be accomplished by resolution of the <br /> Ramsey County Board of Commissioners pursuant to Minnesota Statutes '163.11; and <br /> WHEREAS, it appears to the City Council of the City of Mounds View that the street <br /> hereinafter described upon turnback from Ramsey County should be designated a Municipal State <br /> Aid Street under the provisions of Minnesota Law; and <br /> WHEREAS, Ramsey County and the City of Mounds View entered into Agreement <br /> 95021 authorizing the City of Mounds View to perform road maintenance services on 3.63 miles <br /> of County roadways schedule for turnback to the City of Mounds View; and <br /> WHEREAS, the transfer of jurisdiction over County Road I (West County Line to Silver <br /> Lake Road) from the County to the City completes the transfer of turnback roads identified in <br /> Agreement 95021 thereby nullifying Agreement 95021; and <br /> WHEREAS, the consolidation plan stipulates that Ramsey County shall improve the <br /> roadways to acceptable levels prior to transferring jurisdiction over roadway segments from <br /> Ramsey County to municipalities, and the Ramsey County Capital Improvement Program <br /> provides funding for these improvements; and <br />
