It is apparent that this Landscape is saturated or <br /> seasonally flooded for some duration to support any wetland habitats at <br /> all. If the City is in a position to negotiate drainage easement rights <br /> for Lots 17-19, I feel little if any impact would result from the develop- <br /> ment of Pinewood Circle. Conversely, any development on Lots 17-19 would <br /> definitely jeopardize the integrity of wetland 1-19.
