City Council Memo -August 20, 1999 <br /> To: Honorable Mayor and City Council <br /> From: Chuck Whiting, City Administrator <br /> Re: August 23, 1999 City Council Meeting <br /> Another busy week, here's what we have on the agenda: <br /> 7. B. Resolution 5362 Authorizing Interfund Advance from Special Projects Fund to Golf Course <br /> Fund: This is in follow up to the discussion of this past Monday evening regarding the ongoing <br /> operations of the golf course. By passing this resolution, the operations of the golf course should remain <br /> whole for the next four full budget years. <br /> 7. C. Resolution 5363 Authorizing a Golf Course Assistant Position: This resolution also follows up <br /> on the discussion of Monday. As John stated Monday he has been working without an assistant since <br /> May. Since our work is seasonable, the best way to keep someone is to make the position full time and <br /> year around. This will be the case with this position as well, and with approval of this resolution,the <br /> hiring process will commence. <br /> 10. A. Public Hearing regarding Oversized Garage CUP: The Council was informed of this <br /> conditional use permit at the August 2 work session. The garage is considerably larger than the house. <br /> Jim Ericson's report provides the details. <br /> 10. B. Public Hearing regarding Realife Cooperative Residential Facility: Council can refer to Jim <br /> Ericson's memo on this. <br /> 10. C. Public Hearing regarding Ordinance 638 Vacating Drainage and Utility Easement at <br /> Edgewood Square: Jim's memo on this item is very complete. <br /> 10. D. Public Hearing regarding Chapter 202 Entitled Public Improvements: Mike's report <br /> details the changes to this chapter of the code for public improvements and assessments stemming from <br /> the policy changes from the Streets Committee report. Mike will be on hand to review the provisions if <br /> there are any questions. <br /> 10. E. Resolution 5364, Approving Agreement Between the City of Mounds View and L.E.L.S.: <br /> This agreement is making its first appearance to the new members of the Council, and while generally it <br /> is the practice to review these at a work session prior to a council meeting, my explanation here will <br /> show why that wasn't done. This agreement is the first collective bargaining agreement between the <br /> City and the police sergeants. Well over a year ago, the negotiation process commenced and when it <br /> was clear that an impasse prevented resolution of various provisions,the matter went to mediation and <br /> finally arbitration. The agreement you have before you is the language settled upon by the arbitrator last <br /> month, and now signed by the union members. The City is now obligated to abide by the language and <br /> conditions therein, so no modification can be made. The provisions in this agreement apply to the <br /> officers for fiscal years 1998 and 1999, where only in a couple of minor instances (uniform allowance) <br />
