Item No. /0 /4 <br /> Staff Report No. <br /> Meeting Date: August 23, 1999 <br /> Type of Business: PH& CB <br /> WK: Work Session;PH:Public Hearing; <br /> CA:Consent Agenda;CB:Council Business <br /> City of Mounds View Staff Report <br /> To: Honorable Mayor & City Council <br /> From: James Ericson, Planning Associate <br /> Item Title/Subject: Public Hearing and Consideration of Resolution 5353, a <br /> Resolution Contemplating the Issuance of a Conditional Use <br /> Permit for an Over-sized Garage at 2809 Woodale Drive. <br /> Date of Report: August 19, 1999 <br /> Background: <br /> 2809 Woodale Drive is located south of Highway 10, two properties west of Silver Lake Road. <br /> The area of the subject property--an interior lot--is approximately 16,200 square feet. The house <br /> and garage are set back approximately 60 feet from the street, with the detached garage situated <br /> alongside the house to the east. The house, at approximately 400 square feet, is much smaller <br /> than the existing two-stall garage, which is 720 square feet. The applicant proposes to construct <br /> a 576 square-foot addition to the rear of the garage, maintaining the same width and roofline of <br /> the existing garage. <br /> Planning Commission Action: <br /> At their meeting on August 18, 1999, the Planning Commission passed Resolution 590-99, a <br /> resolution recommending to the City Council denial of the requested conditional use permit. <br /> Analysis: <br /> A Conditional Use Permit is required due to the size of the proposed garage and the fact that the <br /> garage would be larger than the house. The size of the proposed garage would be 1,296 square <br /> feet, which would be three times the size of the house. The Planning Commission and City <br /> Council have in the past been very concerned about this type of imbalance. A garage is intended <br /> to be an accessory structure to service the principal dwelling, not the dominating feature of the <br /> property. A garage of this size, were it to be built, would appear out of place and obtrusive, in <br /> staff's opinion. <br /> Dimensional Criteria <br /> While the size of the garage with respect to the home appears to be excessive, all of the <br /> dimensional criteria associated with this request--setbacks, spacing between buildings, width of <br /> proposed garage, and the numbers of doors--satisfy the requirements as stated in Chapter 1104 of <br /> the Zoning Code.
