Because the changes were minor, the attorney does not <br /> believe that the homeowners' association needs to approve the modification. I concur <br /> with that opinion. In addition, the President of the homeowners' association was <br /> present at the Council meeting on May 24, 1993 when the modification was discussed <br /> by the City Council.
