Item No. U <br /> Staff Report No. <br /> Meeting Date: September 20, 1999 <br /> Type of Business: Work Session <br /> WK: Work Session;PH:Public Hearing; <br /> CA:Consent Agenda;CB:Council Business <br /> City of Mounds View Staff Report <br /> To: Honorable Mayor & City Council <br /> From: James Ericson, Planning Associate <br /> Item Title/Subject: John Mullner of 7666 Knollwood Drive is requesting a streetlight <br /> be installed in front of his house for safety reasons. <br /> Date of Report: September 15, 1999 <br /> Background: <br /> Last month staff became aware that John Mullner, property owner of 7666 Knollwood Drive, had <br /> arranged for a streetlight to be installed on a utility pole in his back yard. This light lit up not only <br /> Mr. Mullner's property, but also that of the adjoining properties as well. Staff received <br /> complaints from three separate property owners regarding the light, asking that something be <br /> done about it. Staff inspected the property late one evening and determined that the light was in <br /> violation of the City Code regarding nuisance and zoning provisions. (Included for your reference <br /> are the sections of the City Code pertaining to lighting and nuisances.) <br /> Staff sent the property owner a letter on September 1, 1999 (a copy of which was sent to NSP) <br /> informing him that the light would need to be removed as it was in violation of the City Code. <br /> (Letter and fax to NSP attached for your reference.) The property owner has been in contact with <br /> staff, explaining that the light was put up to help guard against vandalism that has been occurring <br /> to his property. If the light has to come down, he would like a streetlight in place of it to protect <br /> his property. A map has been provided which shows the locations of existing streetlights and the <br /> proposed location of the light in front of Mr. Mullner's home. <br /> Discussion: <br /> A streetlight petition was filed with the City in 1995. Mr. Mullner signed the petition, yet the <br /> property owners adjacent to him (both north and south) and one across the street from Mr. <br /> Mullner did not sign the petition. In response to the petition, the City in 1997 installed a <br /> streetlight midblock between 7579 and 7565 Knollwood Drive. Another location was indicated <br /> for a possible light between 7666 Knollwood Drive(Mr. Mullner's residence) and the adjoining <br /> property to the north, but because the owner of the adjoining property to the north objected to a <br /> light in this location, one was not installed. <br /> Staff has recently attempted to contact the property owners who would be affected by a potential <br /> streetlight installation at this location, and was only able to speak with one property owner, who <br />
