To Approve Resolution 5370, a Resolution <br /> Authorizing Use of Tax Increment Financing for Shower and Changing Rooms at Community <br /> Center and to Authorize Hiring of Architect, Preparation of Plans, Specifications, and Bidding of <br /> Project. <br /> Ayes—3 Nays— 1 (Stigney) Motion carried. <br /> Council Member Stigney stated he thought when they set the limit on TIF at 6.2 million, this was <br /> the limit. He explained that the addition of showers could have been done at much less expense <br /> at the time of construction, and he did not believe that doing this retroactively was the thing to <br /> do. He stated in regard to TIF, there might be grant money available that can be utilized for such <br /> projects, however, TIF is not free money. He stated he did not support making this type of <br /> change at this time. <br /> F. Staff Report regarding Woodcrest Park Mitigation Project. <br /> Mayor Coughlin noted the staff report for this item had been provided earlier in the meeting. <br /> Director of Public Works Ulrich provided an overview of the bids staff had received from seven <br /> contractors for the Woodcrest Park mitigation project as follows: <br /> Arnt Construction $126,569.50 <br /> Forest Lake Contracting $126,798.60 <br /> G&L Contracting $131,416.10 <br /> FF Jedicki, Inc. $152,276.50 <br /> FM Frattalone $166,787.50 <br /> Jay Brothers, Inc. $183,237.45 <br /> W.B. Miller, Inc. $198,950.25 <br /> Director of Public Works Ulrich stated staff recommends Council award the project to the low <br /> bidder, Arnt Construction. <br /> Director of Public Works Ulrich stated there were six or seven alternates for the removal of some <br /> of the park equipment, which includes grills, picnic tables, a drinking fountain, a slab, and some <br /> associated fixtures. He stated the most expensive consideration was the removal of an <br /> approximate 4,000 feet of timbers that surround the playground equipment. He stated staff <br /> would request and recommend the Council approve the alternates as well. He noted staff thought <br /> they would advertise, and if they received a favorable bid, they would have a contractor do the <br /> removal, rather than City staff. <br /> Director of Public Works Ulrich stated the shelter located at the park was planned to be burned <br /> by the Fire Department, as an exercise. He explained that after the bids were already received, <br /> the Fire Chief expressed to staff that he had some concerns regarding the burning of the building, <br /> with relationship to smoke, and possible indications to the neighborhood, and informed staff that <br /> he would not burn the building. <br /> Director of Public Works Ulrich stated he had left a voice mail message with the Fire Chief <br /> requesting he change his mind, or provide some funds to have the contractor demolish the <br />
