Mounds View City Council August 23, 1999 <br /> Regular Meeting Page 5 <br /> Council Member Marty stated he had spoken with City Administrator Whiting and Community <br /> Development Director Jopke regarding this matter, and he believed it did merit further discussion <br /> and investigation in regard to what they would like to see happen. <br /> Mayor Coughlin inquired if it would be the consent of the Council to coordinate some type of <br /> discussion group with the Planning Commission, the Council, and the people in that location. He <br /> stated he was aware that the design center, which works with the I-35W Corridor Coalition, views <br /> the highway as a major redevelopment issue, in light of the City's large right-of-way on both sides <br /> of the road. He stated there might be an opportunity to relocate a section or side of the road to one <br /> side of the right-of-way, and potentially open more land for commercial and industrial development <br /> along the highway. Council Member Marty stated he thought this should be discussed, and in a <br /> format which was opened to the public, as well. <br /> City Administrator Whiting stated the City had received some telephone calls from residents who <br /> expressed their frustration in regard to attempting to provide directions to people who are following <br /> the signs along the highway as they see them. He stated he would be meeting with the city managers <br /> of Spring Lake Park and Blaine, and would mention this to them, and attempt to start some dialogue <br /> in regard to the new name of the highway. <br /> City Administrator Whiting stated the Council should have received a copy of a letter which was <br /> directed to the Public Utilities Commission requesting they consider incorporating the City of <br /> Mounds View in the(612)area code with the rest of Ramsey County,rather than the new(763) area <br /> code. He stated this change would take place in approximately a year. Mayor Coughlin stated he <br /> thought this was a good idea, and requested the Council be kept abreast of this matter. <br /> Director of Public Works Ulrich provided an update regarding the water break repair issue, which <br /> had been brought before the Council at its last regular meeting. He stated he had a conversation with <br /> the attorney representing the resident who was dealing with this service break. He stated a number <br /> of issues were discussed during this conversation, including the permitting process, the inspection <br /> which was done on the premises, and that City Staff did assist to some degree with the repair, due <br /> to the extreme wetness of the dig. He stated City Attorney Riggs had also spoken with the resident's <br /> attorney that date. <br /> Director of Public Works Ulrich stated he and City Administrator Whiting had discussed the matter <br /> with the resident,in terms of providing a special assessment, and repairing the water leak. He stated, <br /> at that time, she indicated she did not wish to proceed with the service replacement,but merely repair <br /> the line. He stated staff had attempted to obtain bids for the repair, and had worked with the resident <br /> during the last week and a half, to attempt to determine how she would resolve this matter. <br /> Director of Public Works Ulrich stated, at this point, there is nothing that the City is legally liable <br /> for. He stated an inspection had been performed on the repair. He stated the contractor has been <br /> unable to locate the permit, which he may or may not have purchased.
