Mounds View City Council August 23, 1999 <br /> Regular Meeting Page 13 <br /> Planning Associate Ericson stated staff had reviewed the adverse effects, as with any conditional use <br /> permit request, and found that there are some adverse effects which would be associated with this <br /> proposal, were it to be approved. He stated that the garage would be out of character with the <br /> neighborhood, it would seem disproportionately large, and would certainly appear out of place and <br /> obtrusive. <br /> Planning Associate Ericson stated the Planning Commission felt some of the general requirements <br /> associated with the conditional use permit were not met, and for that reason they recommended <br /> denial of that request. <br /> Planning Associate Ericson stated, based upon the Planning Commission discussion and <br /> recommendation, staff has drafted a resolution for the Council's action, which does deny the <br /> conditional use permit request for the oversized garage. <br /> Planning Associate Ericson stated the applicant was not present, although he was made aware of the <br /> meeting. <br /> There was no public input. <br /> Mayor Coughlin closed the Public Hearing at 7:57 p.m. <br /> Council Member Marty stated he agreed with the good work the Planning Commission had put <br /> toward this matter. He stated it appeared it had been well reviewed, and he was in agreement with <br /> their recommendation. <br /> MOTION/SECOND: Stigney/Marty. To Approve Resolution 5353, a Resolution Denying a <br /> Conditional Use Permit for an Over-sized Garage at 2809 Woodale Drive; Mounds View Planning <br /> Case No. 552-99. <br /> Ayes—3 Nays—0 Motion carried. <br /> B. Public Hearing for the consideration of a conditional use permit for an assisted <br /> living senior residential facility and for the Introduction (First Reading) of <br /> Ordinance 631, an ordinance rezoning property located at 2670 County Road <br /> I from B-2, Limited Business, to R-4, High Density Residential. <br /> Mayor Coughlin opened the Public Hearing at 8:00 p.m. <br /> Planning Associate Ericson stated MSP Real Estate has made an application to rezone the vacant <br /> Kraus-Anderson property located at 2670 County Road I, behind the SuperAmerica Station, from <br /> B-2, Limited Business Commercial, to R-4, High-Density Residential.
