Item No. 10 I <br /> Staff Report No. <br /> Meeting Date: September 13, 1999 <br /> Type of Business: Council Business <br /> City of Mounds View Staff Report <br /> To: Honorable Mayor & City Council <br /> From: James Ericson, Planning Associate <br /> Item Title/Subject: Second Reading and Adoption of Ordinance 631, an Ordinance <br /> Rezoning Property Located at 2670 County Road I from B-2, <br /> Limited Business Commercial, to R-4, High Density Residential. <br /> Date of Report: September 8, 1999 <br /> Background: <br /> This ordinance, which authorizes the rezoning of 2670 County Road I from limited business <br /> commercial to high density residential, was introduced and first read on August 23, 1999. The <br /> rezoning has been requested by MSP Real Estate, who holds a contingent purchase agreement on <br /> the property and intends to construct a 48 room assisted living senior residential facility on the <br /> site. <br /> Discussion: <br /> After multiple meetings, the Planning Commission recommended that the Council adopt this <br /> ordinance as well as approve a conditional use permit for the applicant to operate its proposed <br /> assisted living facility. At its meeting on August 23, 1999, the Council introduced this rezoning <br /> ordinance and directed staff to bring forward a resolution approving the conditional use permit. <br /> There is a clause within this ordinance which states that the Council may act to reinstate the <br /> original commercial zoning in the event the proposed project does not--for whatever reason-- <br /> come to fruition. <br /> Recommendation: <br /> Hold the second reading to adopt Ordinance 631, an ordinance rezoning property located at <br /> 2670 County Road I from B-2, Limited Business Commercial, to R-4, High Density <br /> Residential. <br /> \JMA <br /> James Ericson, Planning Associate <br /> N:\DATA\GROUPS\COMDEV\DE VCASES\559-99\ORD631.2ND <br />
