Ms. Cathy Bennett - 2 - August 1, 1997 110 <br /> Creativity must be exercised to unify the corridor yet express the diversity of abutting land uses, <br /> architectural styles and community values. <br /> Maintenance and operation of future improvements must be anticipated and allowed for. <br /> An implementation strategy must be carefully articulated that prescribes the roles and <br /> responsibilities for City departments and other agencies to improve the corridor. <br /> Community involvement incorporation both public and private sector input is critical to establish <br /> a balanced perspective and buy-in to the master planning process. <br /> SRF has assembled a team of innovative, experienced professionals for this project. SRF has the <br /> broad staff skills, technical expertise and project experience demanded by the TH 10 project. <br /> Specific consultant team highlights include: <br /> SRF is familiar with the TH 10, Section 9 Redevelopment area: SRF had the privilege of <br /> working with the City of Mounds View for the Section 9 Redevelopment Plan, and we <br /> understand the issues that must be confronted in developing design concept alternatives as well <br /> as the opportunities the area affords. <br /> SRF offers a full-service project team: Our team represents truly multidisciplinary expertise, <br /> including landscape architecture, urban design, community planning, highway engineering, <br /> traffic engineering, transportation planning and public participation. This skill diversity <br /> is pivotal to responding to the wide variety of issues and interests represented by the <br /> TH 10 corridor. <br /> We have experience with similar projects: SRF has extensive corridor experience in design, <br /> operations and maintenance of highway and urban design elements. Our experience includes the <br /> Shepard Road design concept (which received an Award of Excellence MASLA); design of <br /> I-35E in Saint Paul, and Stadium Road in Mankato and Yankee Doodle Road in Eagan. <br /> SRF in known for a responsive public participation process: Numerous agencies and private <br /> sector interests must be given the opportunity to participate in the design concept development <br /> process. SRF has a reputation for inclusive and responsive public participation facilitation. <br /> Public input will serve as the basis from which the Economic Development Authority can make <br /> informed decisions and establish public policy regarding the TH 10 corridor. In addition, the <br /> participation will establish the foundation for public/private participation in the project <br /> implementation and cost sharing. <br /> SRF has an outstanding track record for meeting budget and schedule: Please check the <br /> references we list in this proposal to gain a better understanding of our experience and • <br /> performance in similar assignments. <br />
