Task 2: Visual Evaluation of Conditions <br /> Objective: To assess the issues, opportunities and constraints of implementing a <br /> design theme for the study area. To identify where there are no limitation, minor <br /> limitations and severe limitations on fitting design improvements. <br /> Discussion: This phase will evaluate the condition of properties fronting <br /> Highway 10. Attention will be given to type of land use,property condition, <br /> natural features, and amount of land available for implementing a design theme. <br /> Product: The information from the visual evaluation will be added to the project <br /> base map. <br /> Client Responsibility: The City of Mounds View will make available <br /> development plans on file with the City, aerial photographs, and Ramsey County <br /> drawings showing approximate building locations and structures. <br /> Task 3: Tour of City • <br /> Objective: To participate in a tour of Mounds View and of the study area to <br /> assess the character of the TH 10 corridor and the community's general image. <br /> Discussion: This task will evaluate the interface of the Highway 10 corridor <br /> within the City, adjacent developments and neighborhoods. The sketch plan for <br /> the Ring Road concept developed during the University of Minnesota design <br /> course will be reviewed. Existing and desired community image and identity will <br /> be a focus of discussion. <br /> Product: The information from this task will be added to the project base map <br /> within the study area. <br /> Client Responsibility: City staff will participate in the tour and will make <br /> available the sketch plan for the Ring Road concept. <br /> Task 4: Review of Development Plans <br /> Objective: To assess and make recommendations on how the design theme could <br /> be coordinated with existing development plans and proposals along the <br /> Highway 10 corridor. <br /> SRF Consuting Group, Inc. 10 <br />
