•
I
Ms.Pamela Sheldon
June 19, 1997
Page 2
We will also refine the frontage road and parking lot connections on the south side of Highway 10 at the proposed
theater parking lot. This will be necessary to determine the impact on parking and circulation within the site and the
ability to access the frontage road leading back to Long Lake Road.
The frontage road will impact a wetland west of the theater. We will make a preliminary evaluation of the severity
of that impact.
All of the above information will be summarized and presented to the City staff.Subsequent to the City staff meeting,
the meeting will be held with Ramsey County and Mn/DOT to present the findings of the study.Preliminary contact
may be made with Ramsey County Traffic and Ramsey County Planning(Dan Soler and Tim Mayasich).Mn/DOT
efforts will be coordinated through Sherry Narusiewicz and should include planning, state aid, and traffic.
engineering. Finally,a meeting should be held with the property owners and developers to evaluate the positive and •
potential negative impacts of the work.Although not part of this program, it may be necessary to meet with the
neighbors if the work as proposed, goes forward.
Throughout the entire process,we will collect reports and studies regarding development, the Ring Road, and other
area development This,in conjunction with the traffic volume information and signal coordination information, will
be helpful in developing a potential signal justification report. This will be necessary if a signal is to be installed.
Finally,we will package the information throughout the process so that the report can easily be assembled at the end
of the work.
Schedule
We understand that the entire process is on a very quick time table. We have already begun some work on some of
the elements and,as soon as we receive City approval,we can begin work on the additional tasks.Signal coordination
will take the longest to obtain and produce. We estimate the work can be done in 2-3 weeks. As soon as the signal
coordination data is obtained and work begun,we can schedule the meeting so that a final date is set.
Cost Estimate
Because we are uncertain of the availability of some of the data,we can only provide a cost estimate rather than a
cost not to exceed. We currently estimate the cost at 55,500,with much of the effort in signal coordination evaluation.
We will keep the City appraised of,costs and if it appears the signal coordination analysis
estimates,we will notify you immediately.
