The aspects of the plan were presented by Barry Warner,Principal of <br /> SRF Consulting Group, Inc, at the Council/EDA work session on April 7, 1997. <br /> The document is a result of four months of research, EDC meetings,community workshops and <br /> interviews with property owners and developers regarding the redevelopment of parcels which <br /> are on Highway 10 and bounded by Eastwood,Hillview, Silver Lake Road and County Road I. <br /> The report contains details regarding the study area,planning process, goals and objectives, <br /> redevelopment alternatives and recommendations on what the next steps should be to carry out <br /> the ideas generated through the process. The plan reviews and gives recommendations for the <br /> III preferred plan alternative regarding land use, design standards,transportation and circulation and <br /> protection of natural amenities. <br /> The resolution embraces the Section 9 Redevelopment Plan as a tool that provides a framework <br /> to guide corridor redevelopment and public policy decision-making. In addition,the resolution <br /> points out that this is merely a plan and does not legally override the current zoning and <br /> comprehensive plan designations for the area. The preferred land uses identified in the plan are a <br /> result of current market analysis and can and will change as the market changes. <br /> Staff is recommending the adoption of the plan as a springboard for continued momentum in <br /> planning of the corridor and to begin the tasks necessary to bring about positive change through <br /> redevelopment,new growth and building of community pride in Mounds View. <br />
