The aspects of the plan were presented by Barry Warner,Principal of SRF Consulting Group, Inc, at the Council/EDA work session on April 7, 1997. The document is a result of four months of research, EDC meetings,community workshops and interviews with property owners and developers regarding the redevelopment of parcels which are on Highway 10 and bounded by Eastwood,Hillview, Silver Lake Road and County Road I. The report contains details regarding the study area,planning process, goals and objectives, redevelopment alternatives and recommendations on what the next steps should be to carry out the ideas generated through the process. The plan reviews and gives recommendations for the III preferred plan alternative regarding land use, design standards,transportation and circulation and protection of natural amenities. The resolution embraces the Section 9 Redevelopment Plan as a tool that provides a framework to guide corridor redevelopment and public policy decision-making. In addition,the resolution points out that this is merely a plan and does not legally override the current zoning and comprehensive plan designations for the area. The preferred land uses identified in the plan are a result of current market analysis and can and will change as the market changes. Staff is recommending the adoption of the plan as a springboard for continued momentum in planning of the corridor and to begin the tasks necessary to bring about positive change through redevelopment,new growth and building of community pride in Mounds View.
