RESOLUTION NO. 97-EDA64 <br /> CITY OF MOUNDS VIEW <br /> COUNTY OF RAMSEY <br /> STATE OF MINNESOTA <br /> RESOLUTION APPROVING THE HIGHWAY 10,SECTION 9 REDEVELOPMENT <br /> PLAN <br /> WHEREAS,the redevelopment of Highway 10 is a primary goal for the City of <br /> Mounds View; and <br /> WHEREAS,the Economic Development Authority(EDA)approved the study of <br /> Highway 10, Section 9 through the contract for professional services with SRF Consulting Group <br /> Inc.per Resolution No. 96-EDA56 in November of 1996; and <br /> WHEREAS,the EDA commissioned the Economic Development Commission <br /> (EDC)to take a lead role in overseeing the study process; and <br /> WHEREAS,the goal of the study was to develop a coordinated vision and prepare <br /> schematic plans for the future development of undeveloped and underdeveloped land along <br /> Highway 10 between County Road I and Silver Lake Road; and <br /> WHEREAS, SRF Consulting Group, Inc., along with the members of the EDC, <br /> solicited public input regarding the redevelopment of Highway 10, Section 9 through several <br /> EDC meetings, a community wide design workshop and personal interviews over a four month <br /> period; and <br /> WHEREAS,the Highway 10, Section 9 Redevelopment Plan is a culmination of <br /> research, goal setting,market analysis, community input and expert land use planning; and <br /> WHEREAS,the Highway 10, Section 9 Redevelopment Plan is a planning tool that <br /> provides a framework to guide corridor redevelopment and public policy decision-making based <br /> on neighborhoods, land uses,market opportunities, community character and natural resources. <br /> NOW,THEREFORE,BE IT RESOLVED that the Economic Development <br /> Authority of the City of Mounds View hereby approves the Highway 10, Section 9 <br /> Redevelopment Plan and directs staff to begin the implementation of tasks as outlined in the <br /> Plan; and <br />
