EVERGREEN LAND SERVICES (ELS) • Evergreen Land Services Company (ELS) was founded in 1972 and is the oldest company in Minnesota specializing in land acquisition and relocation services for public redevelopment and right of way projects. The owner and president of the firm is Stuart "Bud" Storm. ELS has a staff of ten consultants who are trained and knowledgeable in the real estate acquisition and relocation fields. The employees are qualified professionals with diverse experience in acquisition and relocation assistance. This experience insures the quality and cost effective implementation of the services provided by our consultants. ELS staff is involved with regular and on-going continuing education through the International Right of Way Association. It is our belief that success is derived from quality skills, good communication, and a positive working relationship with our agency clients and with the owners and occupants of a project area. Our firm's goals are Client satisfaction with our services, meeting the project's timetable and budgetary needs as best as is possible, and fair and respectful treatment of displaced owners and occupants. ELS has extensive experience in acquisition activities and relocation work for public entities. The firm's staff is recognized for the wide variety of projects on which they have worked under the guidelines of the Federal Uniform Relocation Assistance and Real Property Acquisition Act of 1970, as amended, the Federal Regulation 49 CFR Part 24, and Minnesota State Statutes. We have also worked with projects under specific funding sources of HUD Section 811, Section 202, CDBG, U.S. Army Corps of Engineers, Federal Aviation Administration, Federal Highway Administration, and Minnesota State Aid. ELS presently provides acquisition and relocation services to over 30 public entities, and is the only consulting fnn approved by the Minnesota Department of Transportation to provide them with title research, acquisition negotiations, and relocation assistance services. It is ELS belief that success comes from good communication and a positive working relationship with our clients and with the owners and occupants of the project area. ELS charges an hourly rate of$60.00 for Relocation Manager, and$45.00 for Relocation Consultant, plus mileage and miscellaneous costs, with invoices sent twice a month. It is • our policy to bill for the actual time spent on the project. Relocation services for business owner-occupant requires somewhere in the area of 15 to 18 hours. This can fluctuate depending on the size of the business and special needs the business may have. We follow the guidelines of the Uniform Relocation Assistance and Real Property Acquisition Act of 1970 , and State Statute for the relocation consulting services we411 provide.
