L -/ c 2 6 <br /> • <br /> MEMO <br /> To: Chuck Whiting, City Administrator <br /> Mayor& Council <br /> From: Mary Saarion <br /> Subject: LCMR Grant <br /> Date: January 29, 1998 <br /> Application information has been distributed to governmental agencies for recreation facility and <br /> trail funding grants. This LCMR Grant is a 50% matching grant that is available through a <br /> competitive application process for projects that qualify with the highest number of value points. <br /> The funding begins July 1999 with applications due February 13, 1998. Cigarette tax money is <br /> the revenue for this grant. A legislative committee reviews and selects projects that enhance the <br /> environment and communities. <br /> There are two projects that the Council may wish to consider for grant application. Acquisition <br /> and development of the wetland area next to the Community Center property would <br /> comply with three strategies or areas of community enhancement that the grant requests. <br /> One benefit is water quality with enhancement of the wetland for storm water management. A <br /> second benefit would be enhancement of the Community Center, the heart of the community, <br /> providing trailways, greenspaces and natural habitat. The third strategy or benefit is economic <br /> development opportunities with the ponding of storm water runoff offering opportunities to <br /> develop adjoining properties. A preliminary estimate of this project is $500,000 including <br /> acquisition and development. If so, the Citie's match would be $250,000. <br /> Criteria for evaluation of proposals include (highest points to lowest points): <br /> 1. Focus of sustain ability - which means a facility that is compatible with the community and <br /> definition of a strategy of how the facility will provide benefit to the community regarding <br /> environment, economy and community. <br /> 2. Results - assessment of the project. <br /> 3. Innovation <br /> 4. Partnerships <br /> 5. Statewide Significance <br /> 6. Leveraging - ability to match the 50% grant. <br />
