MEMO January 30, 1998 <br /> To: Honorable Mayor and City Council <br /> From: Chuck Whiting, City Administrator <br /> Re: February 2, 1998 City Council Work Session <br /> Staff will be presenting most of the items on the agenda for Monday's meeting. Mary, Mike and <br /> Rick will use their appearance to also give their quarterly report to the Council. Since some of their <br /> items fit into the quarterly report type information,this seemed like a good time to do that. I do not <br /> have much, but will participate in the street maintenance and assessment discussion. Bruce and <br /> Mike are working on following up from last Tuesday's meeting and should be ready by Monday to <br /> work with the Council and residents on the issues as we left them on Tuesday. <br /> The first item,the Western Bank water bill, is an appeal to the Council to forgive a portion of a past <br /> water bill the bank feels is too high. Mike and Bruce will address this, but nothing we can find <br /> suggests the water wasn't used. The bank has been turned down by staff each step of the way in the <br /> absence of anything that suggests an error occurred. While there is no real process for this,the final <br /> say is the Council, even though we as staff speculate that possibly the Council may not be able to <br /> forgive a bill. Regardless, Western Bank is one of our most prominent businesses and bank director <br /> Cindy Carlson is the community's best business leader. While staff cannot recommend forgiving <br /> any part of the bill, Council members may want to consider the tact that is sometimes needed in <br /> these situations. Council will recall forgiving part of a bill last year for a resident in a different <br /> situation. This situation seems to be a simple disagreement over how much water was used. Staff <br /> will brief Council at the meeting on particulars. <br /> Also, I will report on anything new regarding the airport legislation submitted this week by our <br /> legislators. A report from Bob Long is on your voice mail for your review on the status as of <br /> Thursday. Mayor McCarty has talked to me about meeting with the other cities' officials involved <br /> in this issue and he may want to discuss this with the Council Monday evening. <br /> Have a good weekend and see you Monday. <br />
