Item No. -7I <br /> Staff Report No. <br /> Meeting Date: April 27, 1998 <br /> Type of Business: CB <br /> WK: Work Session;PH:Public Hearing; <br /> CA:Consent Agenda;CB:Council Business <br /> City of Mounds View Staff Report <br /> To: Honorable Mayor and City Council <br /> From: James Ericson, Planning Associate <br /> Item Title/Subject: Consideration of Resolution 5227, a Resolution approving a minor <br /> Subdivision of Property located at 7581 Spring Lake Road; <br /> Planning Case No. 518-98 <br /> Date of Report: April 24, 1998 <br /> Applicable Regulations: <br /> • Surveyor's Certificate: Section 1202.01, Subd. 3b requires that the applicant provide a <br /> certificate of survey prepared by a Minnesota registered land surveyor. <br /> • Minimum Lot Size and Widths: Section 1104.02, Subd. 2b, as amended by Ordinance <br /> 590, sets the minimum interior lot size at 11,000 square feet. The minimum width for <br /> interior lots is 75 feet. <br /> • Provision of Easements: Section 1203.04 requires that drainage and utility easements be <br /> provided in the event of property subdivisions. <br /> • Park Dedication Fee: Section 1204.02 requires that a park dedication fee be paid in an <br /> amount equivalent to five percent (5%) of the land value of the property to be subdivided. <br /> Background: <br /> The applicants, Charles and Shirley Schultz, are requesting approval of a minor subdivision to <br /> create two lots from their property located at 7581 Spring Lake Road. The City's subdivision <br /> regulations allow for approval of a surveyor's certificate in these situations. A copy of the <br /> surveyor's certificate showing the proposed lot split is attached. This property is a double-wide <br /> lot that fronts the east side of Spring Lake Road,just south of Spring Lake. The applicant's home <br /> sits on the southern portion of the lot. The applicant proposes to split off 85 feet, leaving 80 feet <br /> for the existing home. All applicable setbacks would be maintained under this configuration. <br /> Issues: <br /> The proposed legal descriptions and certificate of survey have been reviewed by the City's <br /> Engineering Technician, who finds them in compliance with City standards in the proper form for <br /> recording. Staff has sent a copy of the certificate of survey to the City Attorney for his comments <br />
