the developer has agreed to reduce the light standard height to 24 feet. The staff has also found <br /> that the proposed development stage plan meets the criteria for approval listed in 1120.04 <br /> Subdivision 3f. with the exception of the unresolved issue concerning access to Highway 10. The <br /> access as shown on the proposed development stage plan minimizes impact on the surrounding <br /> residential area and provides safe access to Highway 10. <br /> The City Engineer has reviewed the plans and finds that the level of encroachment should not <br /> negatively impact the wetland or reduce the existing water quality enhancement value of the <br /> wetland under conditions of ultimate development, as long as certain protective measures are <br /> involved, such as a minimum 10-foot wide strip of natural vegetation around the wetland. <br /> Recommendation: <br /> Staff recommends approval of Resolution No.5226 recommending City Council approving a <br /> PUD development stage plan with stipulations and Resolution No.5229 approving a wetland <br /> buffer permit for the Anthony Properties/O'Neil development at 2430 Highway 10.
