The <br /> impact can be reduced by partially using the Highway 10 right-of-way for a section of the ring road <br /> and by revising the alignment slightly to minimize impact on the northern portion of the wetland. <br /> In addition, there are opportunities for mitigation on site which could actually enhance the wetland. <br /> Positioning of the road along the edge of the wetland might also provide an opportunity to preserve <br /> or minimize other impacts. <br /> If the City can resolve the three issues, hopefully with cooperation from Mn/DOT, then the initial <br /> concept, which seems to be endorsed by various agencies, could proceed. <br /> Option 2- Alternate Access to County Road H2 <br /> The theater could conceivably gain access to Highway 10 via County Road H2. This was a <br /> consideration in some of the initial concepts. It was dropped since it would place traffic on County <br /> Road H2 both east and west of the theater entrance. It would hopefully provide direct access to <br /> Highway 10 via the County Road 112 signal. It is also likely that some traffic would travel west on <br /> County Road H2 and then north on Long Lake Road to reach Highway 10 rather than travel east on <br /> County Road H2. The direct connection would also provide access to County Road 112 to the west <br /> and Long Lake Road to the south which also would serve a portion of the theater market area. While <br /> this might be a relatively easy physical consideration for access to the theater, it drops the ring road <br /> concept which both the City and Mn/DOT have felt would be beneficial, It also does not address <br /> the traffic impact or concerns of the community center on Highway 10. <br /> Option 3-Alternate Access to Long Lake Road <br /> Under this concept,the theater would attempt to develop alternate access to Long Lake Road,which <br /> probably would resemble the ring mad. By providing a location on Long Lake Road for the access <br /> point which would not line up with Mounds View Drive, theoretically traffic would not use the <br /> access point,Long Lake Road and Mounds View Drive and instead use the Highway 10 and Long <br /> Lake Road intersection, This would still require construction of a relatively long frontage road <br /> connection with the associated costs and wetland impacts. <br /> It would also leave the concerns regarding the community center traffic, the Edgewood Drive <br /> intersection and other traffic issues unsolved. The ring road concept would still be dropped. <br /> Option 4 - Obtain Mn/DOT Approval Without the Frontage Road <br /> The review of the various letters from Mn/DOT would seem to indicate that the frontage road or ring <br /> road connection was not an essential ingredient to approval of the signal and a relocated Edgewood <br /> Drive intersection. However, Mn/DOT's position on traffic signal or relocation of Edgewood Drive <br /> was negative until the ring road concept was introduced to them.
