Mr. Rick Jopke <br /> April 23, 1998 <br /> Page 5 <br /> It would appear that this would be a legal,political or contentious debate over Mn/DOT' approval <br /> of a package versus a strict interpretation of the wording of their letters. <br /> A major disadvantage of this concept would be the time constraints associated with what could be <br /> a lengthy discussion. It could also negatively affect future cooperative efforts between Mn/DOT and <br /> Mounds View relative to a number of other issues currently under discussion between the agencies. <br /> Option 5 -Accept Existing Highway 10 <br /> Under this concept,the cheater would develop with only a right in/right out access point. The theater <br /> could request its access point be directly opposite the Edgewood Drive median opening. It may be <br /> difficult for Mn/DOT to deny this specific location. <br /> Under this concept, there are two options. One is to spend a considerable amount of time trying to <br /> convince Mn/DOT that there will be a significant number of operating problems existing on <br /> Highway 10 with this concept. The problems include a significant number of potential U turns at <br /> the County Road H2 and Long Lake Road intersections. This is not a dangerous move in that the <br /> turns can only be made with a green arrow on the traffic signal. The potential problems associated <br /> with the Highway 10 and Edgewood Drive intersection could also be controlled by Mn/DOT by <br /> simply closing the median. This however would place more traffic on Highway 10 and result in <br /> more U turns and weaves in the section between County Road H2 and Long Lake Road. In essence, <br /> we would be shifting the types of problems existing along Highway 10. <br /> The other option would simply be to build what we can and let the problems develop on Highway 10 <br /> for Mn/DOT to resolve. Mn/DOT ultimately will be turning Highway 10 back to Ramsey County. <br /> Ramsey County may have a slightly different viewpoint,of the Highway 10 and Edgewood Road <br /> intersection relocation. However, by that time the theater may be in operation and changes to the <br /> access points would not be physically possible. <br /> Summary <br /> Over the development of the theater, Mn/DOT and Mounds View cooperatively agreed upon a <br /> concept for signalization and other changes to Highway 10 and other corridor streets. The lack of <br /> Mn/DOT funding for portions of the improvement and the City's removal of a frontage road portion <br /> have basically scuttled the cooperative effort. <br /> The City has five options to pursue. Each option has some definite concerns and drawbacks. It <br /> appears that the City should review each of the five options that we have presented, and consider if <br /> there are others that might be pursued. Qnce the options have been considered, and one or two <br /> selected, Mn/DOT should be reapproached in an attempt to reconsider the cooperative efforts to <br /> resolve traffic problems in the corridor. <br /> We hope that this summary of information is of assistance to the City in reviewing their options and <br /> moving forward to resolve problems.
