WRITTEN STATEMENT
Description of Proposal
Over the past several months, TOLD Development Company has assembled purchase agreements
for four contiguous single-family residential parcels along Eastwood Drive and the City owned
multi-family zoned, and currently vacant, parcel located at the intersection of Eastwood Drive,
County Road I, and Highway 10. The multi-family zoned parcel and the single-family residential
parcels are physically separated by Eastwood Drive.
The total site area of the four single-family parcels is approximately 82,352 square feet. The City
owned parcel totals approximately 29,100 square feet. We are requesting vacation of a portion of
Eastwood Drive. The area of the street that bisects the parcels is approximately 17,940 square feet.
The total site area is therefore, approximately 129,400 square feet. We have not yet conducted a
survey on the entire parcel, so this area is subject to adjustment.
We are proposing a building of approximately 14,000 square feet for a single-tenant neighborhood
retail-oriented use. The total contemplated parking need for the project is 100 parking stalls. This
development contemplates a total building footprint of less than 11%of the total site area.
We, therefore, request that the Comprehensive Plan for the City of Mounds View be amended on
these five parcels from the present single-family-and multi-family designation to a B2 designation.
We concurrently request that the zoning on these five parcels also be redesignated to a B2 zoning.
Changes in Community Goals
We believe that this request is consistent with the community goals of creating a retail and service
ring road orienting traffic away from the primary traffic arterial of Highway 10. We believe that,in
the wake of a recent development proposal, that was withdrawn on the City owned parcel for a
multi-family development, that faced substantial neighborhood opposition, a low-density
neighborhood oriented retail development would be more in line with the goals of the community.
We have attempted to demonstrate in several public forums, that the proposed site plan allows for
