a substantial buffering of the retail use to the adjacent homeowners; The buffer width contemplated <br /> is over two times that required by code (if the parcel were presently zoned B2). <br /> County Road I and Highway 10 experiences the heaviest level of traffic at any intersection in the <br /> City of Mounds View. It could and should be questioned whether it is appropriate to have land <br /> zoned multi-family residential at this location,and whether residential streets should be intersecting <br /> this corner approximately 20 feet west of the intersection. <br /> Through this application, we respectfully request the Planning Commission and the City Council to <br /> contemplate the following question: <br /> "If Mounds View were a brand new community today, what would be the appropriate w <br /> Comprehensive Plan designation and the appropriate zoning for a parcel at this location?" <br /> We feel that the answer to this question, given the proximity to the residential area, would <br /> be a B2 zoning. <br /> The City owned parcel at the corner of County Road I,Highway 10 and Eastwood Drive does not <br /> have the access necessary to create a viable retail or other commercial development. Only when it <br /> is coupled with the four residential parcels to the east, and across Eastwood Drive, can you create <br /> a site of significant enough size to create a safe environment for turning,and a size large enough for <br /> a right turn-in from Highway 10 designed to accommodate speeds of as high as 30 miles per hour: <br /> Therefore, we feel that this change in the Comprehensive Plan and the rezone, in order to be <br /> effective, must encompass all five parcels that we have assembled. <br /> • <br /> Changes in Market Conditions <br /> Assembling single-family residential homes and other parcels is not an inexpensive proposition. It <br /> is only through the emerging market conditions-for retail development can we afford to pay the price <br /> for this assembly. Itis only based upon the sales projections which generate the rent that can be paid <br /> -, - <br />
