Kessel, Finance Director <br /> Item Title/Subject: Street Improvement Plan <br /> Date of Report: September 4, 1998 <br /> Overview <br /> The City has a total of 43.42 miles of streets. Of these, 31.99 miles are local streets and 11.43 <br /> miles have been designated as Municipal State Aid streets. <br /> The previously distributed future street project worksheets identified various street projects over <br /> the next 50 years. For street reconstruction, 7.46 miles of MSA streets and 24.31 miles of local <br /> streets have been identified for reconstruction. The remaining miles of streets had been <br /> reconstructed within the last several years and were not included on the list for reconstruction. <br /> The street reconstruction projects include several components. MSA streets were projected to be <br /> built at various widths from 32 to 44 feet. Local streets were projected to be built at 30 feet. Local <br /> streets are estimated to cost approximately 10%less than MSA streets. All streets were projected <br /> to be built with curb and gutter. Curb and gutter adds approximately $6.34 per front foot per side <br /> to the cost of streets. MSA streets require curb and gutter. With reconstruction, streets are torn up <br /> and as such, it is cost effective to evaluate other infrastructure and make necessary improvements to <br /> such infrastructure at the same time as the street is reconstructed. Both MSA and local street <br /> projects include some additional infrastructure improvements to the water, waste water, and surface <br /> water systems. <br /> Funding was projected from a number of sources including MSA construction funds, County turn <br /> back funds, special assessments, and surface water, water and waste water fund contributions. <br /> Special assessments were limited to 50% of a standard road so that an individual living on a MSA <br /> street would pay the same amount as an individual's property abutting a local street. <br /> Some projects would be funded at in excess of 100%of the associated cost; for example, MSA <br /> normally pay for 85% of a project plus the city would also assess for 50% of a typical local street. <br /> For surface water drainage,MSA would fund 85% of the cost, plus the city would assess a set per <br /> lot assessment for affected properties, and additional funding would come from the surface water <br /> fund. In addition, there are several county roads that will be turned back to the City; at the time of <br /> the turn back,the County will provide funds equal to their estimate to bring the street up to a <br /> certain standard. The City's original funding plan projected using any eligible MSA funds plus <br /> standard assessments on such projects in addition to the turn back funds. As noted above, funding <br /> for these projects would be in excess of 100%of the associated project costs. This additional <br /> funding would be used to offset the City portion of none MSA streets. Since MSA streets comprise <br /> approximately 25% of the total street system and special assessments comprise less than 50% of the <br /> total project costs, additional city funding will be needed to fund local street reconstruction. <br /> Summary of financial projections <br /> MSA Streets <br />
