City of Mounds View Staff Report <br /> September 4, 1998 <br /> Page 2 <br /> 7.46 miles of MSA streets were identified for reconstruction at an estimated cost of$6,827,000 <br /> (excluding the surface water component). Funding was estimated as follows: MSA $5,532,000, <br /> County turn back at$748,000 and assessments at$2,305,000. <br /> Local Streets <br /> 24.31 miles of local streets were identified for reconstruction at an estimated cost of$14,766,000 <br /> (excluding the surface water component). Special assessments were estimated at$5,450,000. <br /> Surface water <br /> Surface water improvements were estimated at$1,318,000. The MSA funding noted above <br /> includes a partial reimbursement relating to the surface water component of the project. In <br /> addition, a portion of the cost would be assessed at a set amount per residential or commercial lot. <br /> Additional funding would be provided from the surface water fund. <br /> Changes in Street Standards <br /> Existing local street standards call for a 30 foot wide street. The City presently has 31.99 miles of <br /> local streets. For every 2 foot reduction in the standard width to the overall system,the City could <br /> save approximately $610,000. As noted above,the projects call for reconstruction of 24.31 miles <br /> of streets; if the width was reduced,the following savings would result: <br /> Street width Dollar savings Percent savings <br /> 28 ft $465,000 3.15% <br /> 26 ft $930,000 6.30% <br /> 24 ft $1,395,000 9.45% <br /> For two way traffic,the road width can not be less than 24 feet. <br /> Removal of curb and gutter <br /> Existing local standards require curb and gutter. MSA standards require curb and gutter. If curb <br /> and gutter was removed from local streets, construction costs would be reduced by approximately <br /> $1,600,000 or 10.8%. Current literature indicates that roads will deteriorate at a faster rate and <br /> requiring more frequent maintenance without curb and gutter. We were unable to project <br /> additional maintenance costs nor did we project an earlier overlay/reconstruction due to removing <br /> curb and gutter. <br /> Cash flow projections <br /> Using existing policies and no additional City funding, at the end of 50 years,the City's street <br /> construction fund would have a deficit of$47,997,000. If curb and gutter is removed,the projected <br /> deficit is $35,000,000. However, as noted above,we did not factor in additional maintenance costs <br /> nor a faster overlay/reconstruction that would appear to be required if curb and gutter is removed. <br /> If the County reconstructs Spring Lake Road,the deficit increases to $58,092,000. If the County <br /> reconstructs Spring Lake Road but curb and gutter is removed from all local streets, the projected <br /> deficit is $45,075,000. <br />
