The purpose of <br /> this conversion was to comply with Minnesota Statutes 471.994 "every political subdivision <br /> must use a job evaluation system in order to determine the comparable work value of the work <br /> performed by each class of its employees. The job evaluation system must be maintained and <br /> updated to account for new employee classes and any changes in factors affecting the comparable <br /> work of existing classes." The City had not formally reviewed it's job evaluation system since <br /> 1987. <br /> The first step in converting systems consisted of reviewing job descriptions to ensure they <br /> matched the position functions. Descriptions were reviewed by employees and management. <br /> Labor Relations Assoc., the consultant assisting with the conversion from PDI to HAY, assigned <br /> benchmark values to a majority of the positions within the City. For those positions which were <br /> not able to be automatically benchmarked using the model criteria from HAY, a position <br /> description questionnaire was completed by the employee and sent to HAY for further analysis. <br /> The positions that required a questionnaire to be completed are listed on the attached page. <br /> Once all of the positions received a benchmark value, a hierarchy of points was distributed to the <br /> employees. The employees were then given the opportunity to appeal the points assigned to their <br /> position. An appeal board of 3 employees was set up to evaluate the appealed positions and to <br /> make a recommendation to the City Administrator. <br /> The positions that appealed were: Department Secretary- Public Works, Payroll/Utility Billing <br /> Clerk, Park Maintenance and the Building Inspector. <br /> Upon evaluation by the Appeals Board and the City Administrator, a few minor changes were <br /> made regarding these and other positions. <br /> The Parks Maintenance position(Steve Dazenski) has been changed to Parks Foreman to reflect <br /> the increasing job responsibilities that have evolved in the parks department. The points for this <br /> position were increased from 197 to 276 to reflect the change in title and job responsibilities. <br /> The title of Department Secretary has been changed to Administrative Assistant.
