Resolution No.5206,A Resolution of General Support to Anthony Properties,Inc.,for the City of <br /> 4 Mounds View's Participation in Sharing Costs for a Traffic Light Signal on Highway 10 and Edgewood <br /> 5 Drive. <br /> 6 <br /> 7 Mr.Whiting explained that Wendell Smith of Anthony Properties has asked him for an opinion from the City <br /> 8 Council regarding the status of the traffic light on Highway 10 and whether or not the city is interested in <br /> 9 participating in the sharing of the cost. He noted that he had drafted a resolution of support based on past <br /> 10 council actions and expressed opinions,recognizing that the city is not committing itself in terms of dollars or <br /> 11 final plans. <br /> 12 <br /> 13 Mr. Smith noted that they have been working on this project for over two years and working with the city in <br /> 14 regards to access to that property. In the past few weeks he has been made aware of the opposition to the <br /> 15 access onto Long Lake Road. With no access on County Road H-2 or Long Lake Road,they will need some <br /> 16 response from the Council in regard to whether or not they are in favor of a new intersection and traffic signal <br /> 17 so that they can go ahead with the project. At this time,they are limited to a right-in/right-out access which <br /> 18 they do not feel is the safest type of access into the project. <br /> 19 <br /> 20 MOTION/SECOND: Quick/Koopmeiners to approve Resolution No.5206,a Resolution of General Support <br /> 21 to Anthony Properties,Inc.,for the City of Mounds View's Participation in Sharing Costs for A traffic Light <br /> 22 Signal on Highway 10 and Edgewood Drive. <br /> 23 <br /> 24 Council member Stigney stated he has some concerns in that cost participation for the actual turn lanes and <br /> 25 curbing costs are not identified yet. He also understands that there will be a significant loss of green space to <br /> 26 the city and he wonders who will compensate for this loss. He noted that the traffic signal is not a part of the <br /> 27 ring road and should be looked at separately. <br /> 28 <br /> 29 Council member Quick noted that if this signal is not put in,there will be a significant traffic problem in that <br /> 30 area. When the Council gets a plan,if he has any concerns,he will be asking the developer to do a traffic <br /> 31 study. <br /> 32 <br /> 33 Mayor McCarty noted that this resolution will not lock the city into any cost configurations. <br /> 34 <br /> 35 VOTE: 5 ayes 0 nays Motion Carried <br /> 36 <br /> 37 D. Job Description for Economic Development Coordinator. <br /> 38 <br /> 39 Mr.Whiting noted that this is basically the very same job description that existed and for which Cathy Bennett <br /> 40 was originally hired for. He would like the council's review and comments and if appropriate,approval to <br /> 41 move ahead in the advertising for the position. The title of the position has been changed to Economic <br /> 42 Development Coordinator and this person would be responsible to the Director of Community Development. <br /> 43 He would like Council feedback on the pay range for the position,noting that he had provided the council with <br /> 44 the pay range schedule from 1996. <br /> 45 <br /> 46 MOTION/SECOND: Koopmeiners/Quick to approve the job description for Economic Development <br /> 47 Coordinator and to authorize the Clerk Administrator to proceed with advertising and interviewing candidates <br /> 48 for the position. <br />
