MEMO January 23, 1998 <br /> To: Honorable Mayor and City Council <br /> From: Chuck Whiting, City Administrator <br /> Re: January 26, 1998 City Council Meeting <br /> Once again, many things are going on and I will try to recap. Here is what is on the agenda for <br /> Monday evening: <br /> Item 5C - Approval to Transfer Festival Funds: This consent agenda item is in keeping with <br /> attempts to separate Festival Committee activities and processes from the City. In the past, the City <br /> has held the group's funds and managed the oversightofunds it used to have transferred to ittransfers. This past year, the s new <br /> has <br /> incorporated onto itself and therefore should have t <br /> incorporated identity. <br /> Item 7A - Second Reading and Public Hearing on Long Term Financial Plan: As has been <br /> mentioned before,while the City adopts its operating budgets by resolution, the Charter requires the <br /> long term plan to be adopted by ordinance. This is the second reading for finalizing the plan. <br /> Additionally,the Council may note the roll call order in place for each final ordinance vote. Voting <br /> order will be rotated by a formula I have devised with the first vote based on seniority and the Mayor <br /> voting last. <br /> Item 7B -Linder's Greenhouses CUP: This is an annual routine matter covered by Community <br /> Development. <br /> Item 7C - Second Reading and Public Hearing on Cable Franchise Ordinance Amendment: <br /> The Council is familiar with this item. It is the second extension of the existing cable franchise <br /> ordinance enabling a new agreement to be negotiated and completed. <br /> Item 7D-Community Center Bidding(Resolution5207) and Supplement Services Agreement <br /> for Wetlands Delineation (Resolution 5209): We have been pointing to this meeting for final <br /> approval of the bidding specifications for the work at the community center. I have enclosed <br /> communications with WAI since the December 15, 1997 City Council meeting regarding issues that <br /> have come up that need to be reviewed this Monday evening. First, the design and bidding <br /> information is available at City Hall for Council members' review. I have placed the information in <br /> the Mayor's box rather than try to copy it individually for each of you not knowing your level of <br /> interest in those details. Second, I have reviewed the roofing problem with Bob Long and have had <br /> discussions with WAI regarding responsibility for awareness of the leaking problem. Based on the <br /> nature of the problem and the documentation reviewed, timing of reviews and naturee of aksthe <br /> ork <br /> performed since those reviews,urces t is andcextentpin <br /> of thethis <br /> problem have to be evy one aluated. My concern <br /> even today (Fnday) and the so <br /> right now is not having significant damage done to the building and finding a solution in the short <br />
