It seems necessary to get into Phase II construction to really rectify the problems as well. <br /> Another building problem developed last week when a water line froze in the kitchen causing a <br /> sprinkler head to discharge. Once the cleanup was done and the problem assessed, it appeared that <br /> an air and heat circulation problem had led to the freeze up. The grill fan was removing all the warm <br /> air from the room, something that obviously was not intended. <br /> . All fine paries have been investigating <br /> the issue for the source of the problem. Everything working <br /> Finally, apparently we have a wetland existing in the proposed parking area on the east side of the <br /> community center property. We didn't know this all this time. What it means is that the parking area <br /> cannot be included in any final plans right now. Dean Olson from WAI will be at the meeting on <br /> Monday to review this and what needs to be done. The thought is right now that the wetland will <br /> have to be delineated, something that will have to happen in the spring. WAI has submitted a letter <br /> for a Supplemental Service agreement based on their hourly fee not to exceed $4,650 for this work. <br /> Depending on the findings of the report, options down the road may include mitigating with other <br /> wetland site creation, evaluation of possible options should potential site developments on the east <br /> side of Highway 10 develop or simply reassessing the parking layout options. No matter what, the <br /> wetlands delineation would need to be done first. A secondary issue from this is that we may need <br /> a variance from City parking codes at some time in order to proceed. This and all questions can be <br /> discussed Monday evening. <br /> The decisions being asked for Monday are two, first, approving the Phase II specifications and <br /> authorizing bidding, and two, agreement to proceed on the supplement service agreement with WAI <br /> for the wetland issue. I have placed both of these in the form of resolutions for the Council's <br /> consideration after the discussion on Monday. <br /> Item 7E - Review of MAC Anoka County-Blaine Airport Plan: Bob Long will be present to <br /> update the Council on the issues and legislative options being worked on for this issue. Geri Evans <br /> and Steve Novak are carrying the bill enclosed in your packet and perhaps by Monday some idea of <br /> its likely success can be reviewed. <br /> Item 7F - Review and Approval of Administrative Assistant to <br /> d they CityAdministrator <br /> options for <br /> Position: After the discussion of the last Council meeting, I reviewed likely <br /> administrative support. I did discuss options of either combining a position with another community <br /> or contracting for services. I talked with the administrators from Blaine, Arden Hills, Shoreview, and <br /> New Brighton. Generally, for the larger communities that have personnel type administrators, they <br /> did not see any availability of their people's time to use with the City of Mounds View. Arden Hills's <br /> city administrator does most of this work right now and thought that possibly in the future some <br /> interest in contracting may be considered. I think the basic problem here is budgets have been set, <br /> personnel time is already short and the attention needed to personnel matters are cumbersome. Those <br /> same concerns would be of this staff as far as contracting with a private service. We already do some <br /> of that on an as needed basis such as the Hay study and contract negotiations. Specific aspects can <br /> sometimes be dealt out that way, but the whole service still needs almost daily attention internally. <br /> For those reasons in part, I would shy away from that option if at all possible. <br />
