The proposal I think would be a better alternative is the assistant position as laid out in the packet.
One concern should be whether additional duties over and above personnel can be handled by this
position, and my expectations of the individual in the position is to do just that. Council members
rs
can review the proposed description for my view of the needs of the position. As for pay,
back to the last wage step series the position had when it existed similarly to this proposal and simply
applied that 1995 series. This, combined with the economic elated positions' payt , and the 1998
ator position
proposed wage required some assessment of current budgets
wage schedule. Bruce can explain some of the details, but they are laid out in Attachments A,B and
C. Regarding these two positions, the net is a decrease of approximately $20,000. We also
reassessed the fund allocations for the positions based on related responsibilities to better reflect a
good guess on position time use. This is reflected in the attachments. Also, in evaluating the 1998
wage schedule increases, much of the increase there over what was budgeted can be made up from
this switch in personnel. I will ask the Council to approve this position description, after which I will
begin the search process.
Item 7G- 1998 City Employee Wages and Benefits: I have not concluded the two LELS contract
negotiations and have some finishing touches to be made to the agreement with the public works
personnel. I am proposing a 3%adjustment to the wage schedule for 1998, instead of the 2.75%that
was budgeted, and a$10 a month increase in the City's share of family health insurance(from$330
to $340 a month). 3% appears to be a prevailing increase in ha ucht mof
de e metro
and I ttshink will
be health
fair increase for the two LELS units as well. The City
insurance share in recent years. The City's premium notices do not come in until May,but we are
expected an increase. It is not known for Mounds View, but it may be possible that the wage increase
may be surpassed by the employee share of the increased health insurance. Resolution 5208 reflects
the adjustment and includes all non union, management and public works personnel retroactive to
January 1.
Council may have some questions regarding the status of the Hay evaluation. As you know that is
not done, nor does it seem it will get done for at least a few months. This is unfortunate because
some adjustments could have been made during the budgeting process if we had moved further along.
One concern I have will come in the evaluation of the points and positions later this year and whether
or not adjustments will be able to be made. The static nature of such plans sometimes can make them
unfeasible to work when personnel changes continue to happen as they have here. I think the day to
day adjustments can be made, but the systematic approach does we are required to maintain ends up
being out of date the day it is approved.
Item 11 - Human Rights Commission: The Mayor asked to call this meeting to order. Per the
ordinance enclosed, officers are to be selected each Januarye enough according
ingimee to search the poorlyto the commission's by-laws.
We have not been able to find the by laws, and don't
ept
records of this. So the Council's choice seems to be to come
f order,
r humanhaps guess at right questions exist for
e titles of
your officers, perhaps ask for by-laws to be worked up, asky
the commission's consideration, and then adjourn. Any other directions can be made as well.
Finally, the Council will remember its special work session for Tuesday, January 27 regarding street
