JAN-19-98 01 :05 PM WAI 612 223 5370 P. 01 <br /> January 14, 1998 WA I <br /> Continuum <br /> Mr. Chuck Whiting <br /> City Administrator ARCHITECTURAL DESIGN <br /> City of Mounds View PROJECT MANAGEMENT <br /> Mounds View,Minnesota CONSTRUCTION SERVICES <br /> MASTER PLANNING <br /> INTERIOR DESIGN <br /> RE: Mounds View Community Center <br /> Bel-Rae Ballroom <br /> Roof Issue <br /> Project X90634 <br /> Dear Chuck: <br /> With respect to the above referenced project the following items are presented for your information. <br /> At the City Council meeting on December 15, 1997,a number of questions regarding the roof were presented. <br /> These included the cause of the water leakage,responsibility for correcting the leakage and how the cost for a <br /> new roof was to be handled. <br /> Enclosed are two correspondences relating to this issue,outlining the events that have taken place so far. <br /> Please refer to the attached documents for information regarding the roof appraisal and subsequent research <br /> follow-up. <br /> Prior to the start of Phase 1 construction for this project,all information regarding the roof indicated that the <br /> roof appeared to be in relatively good shape.The McKinzie Metro Appraisal,WAI/Continuum Assessment <br /> Study,and verbal discussions with the City and its representatives concluded that the building was in good to <br /> average condition.At the time the studies were completed,no visible water leakage was apparent. The City <br /> and its representatives could not confirm any water leakage either at that time. <br /> Water leaka4c became apparent at the start of the Phase 1 construction. Please refer to Flannery Construction <br /> letter indicating the series of events that followed. <br /> The scope of work for roof repairs and construction for Phase 1 construction was limited to the arca of <br /> construction as defined by the footprint of the proposed Daycare center.This included a new roof at the area <br /> where the second story was removed and roof repairs as required where the existing mechanical units were <br /> removed. <br /> This work was completed under the Phase 1 contract.However,some water leakage was still occurring. <br /> Attempts to find and patch these leaks were made. It became apparent at that time that the roof problems <br /> extended past the contract area for Phase 1;the whole roof might possibly have problems. <br /> A series of meetings and discussions with the City,its representatives,the roofing contractor,Flannery <br /> Construction(project Construction Manager),WAI/Continuum(project Architect) and representatives from <br /> the roof manufacturer,Carlisle Roof were conducted.From those meetings and discussions it was determined <br /> that the existing roof and roof flashings were in good condition.
