He requested that the Committee delay taking action on the LTCP and consider <br /> pursuing a declaratory judgment. <br /> • <br /> Committee discussion followed regarding the court order related to the 1983 master plan <br /> and the City's concern that Anoka County-Blaine Airport will become an intermediate <br /> rather than minor airport. Tom Anderson, General Counsel, questioned the timing of Mr. <br /> Long's proposal to seek a court interpretation, statingthat if the LTCP is approved by <br /> MAC, it will have to be submitted to the Met Council for a determination of consistency <br /> with the Metropolitan Development Guide: He indicated that the runway could not be <br /> extended until both federal and state, environmental requirements had been met; <br /> environmental documentation would also need to be reviewed by the Metropolitan <br /> Council. Only after the environmental processes are completed and approved could the <br /> Commission approve the actual project as part of the Capital Improvement Program. <br /> This again would have to be approved by the Met Council. <br /> IT WAS MOVED BY COMMISSIONER MILLER,SECONDED BY COMMISSIONER GASPER, <br /> TO RECOMMEND TO THE COMMISSION ADOPTION OF THE HEARING OFFICERS' <br /> REPORT AND THE LONG-TERM COMPREHENSIVE. PLAN UPDATE FOR THE ANOKA <br /> COUNTY - BLAINE.AIRPORT. FURTHER, AUTHORIZE STAFF TO FORWARD THE <br /> ADOPTED PLAN TO THE METROPOLITAN COUNCIL FOR REVIEWAND APPROVAL THE <br /> MOTION CARRIED BY UNANIMOUS VOTE. <br /> The meeting was adjourned at 3:30 p.m. <br /> • <br /> • <br /> TOTAL P.05 <br />
