JAN-21-1998 11:04 METRO. AIRPORT COMM. 612 726 5296 P.05/05
y'
•
Planning & Environment Committee
January 6, 1998
, Page 21
•
•
•
MAC to their proposal to jointly seek a declaratory judgment regarding interpretation of
a 1986 court order related to development of the airport before moving forward with the •
LTCP. He requested that the Committee delay taking action on the LTCP and consider
pursuing a declaratory judgment.
•
Committee discussion followed regarding the court order related to the 1983 master plan
and the City's concern that Anoka County-Blaine Airport will become an intermediate
rather than minor airport. Tom Anderson, General Counsel, questioned the timing of Mr.
Long's proposal to seek a court interpretation, statingthat if the LTCP is approved by
MAC, it will have to be submitted to the Met Council for a determination of consistency
with the Metropolitan Development Guide: He indicated that the runway could not be
extended until both federal and state, environmental requirements had been met;
environmental documentation would also need to be reviewed by the Metropolitan
Council. Only after the environmental processes are completed and approved could the
Commission approve the actual project as part of the Capital Improvement Program.
This again would have to be approved by the Met Council.
IT WAS MOVED BY COMMISSIONER MILLER,SECONDED BY COMMISSIONER GASPER,
TO RECOMMEND TO THE COMMISSION ADOPTION OF THE HEARING OFFICERS'
REPORT AND THE LONG-TERM COMPREHENSIVE. PLAN UPDATE FOR THE ANOKA
COUNTY - BLAINE.AIRPORT. FURTHER, AUTHORIZE STAFF TO FORWARD THE
ADOPTED PLAN TO THE METROPOLITAN COUNCIL FOR REVIEWAND APPROVAL THE
MOTION CARRIED BY UNANIMOUS VOTE.
The meeting was adjourned at 3:30 p.m.
•
•
TOTAL P.05
