• <br /> Meeting Summary <br /> City of Mounds View <br /> Tuesday, May 14, 1996 <br /> Steve Campbell,Barry Peters,Rocky Keehn and Kelly Bettendorf met with City personnel including <br /> Mike Ulrich (Director of Public Works), Chuck Whiting (City Administrator) and Julie Trude <br /> (Council Member) to discuss the options available for the use of a wetland basin for storm water <br /> detention to be incorporated with the improvement of Bronson Drive. Steve, Rocky and Kelly <br /> informed the City of their options in the use of the wetland and the permitting requirements likely <br /> to be imposed by wetland regulatory personnel.The proposed project would include excavation of <br /> the existing basin and surrounding upland area to lower the entire parcel and provide storage for <br /> storm water. <br /> Tim Fell of the U.S.Army Corps of Engineers and Kate Drewry of the Rice Creek Watershed District <br /> walked through the wetland basin and then joined the meeting to discuss the potential use of the <br /> wetland.The following points were noted regarding permitting a storm water detention facility in <br /> the area of the existing wetland.Both Tim and Kate were impressed with the quality and diversity <br /> of the wetland considering its location. <br /> 1. Wetland Conservation Act of 1991 -The act does not require replacement for excavation <br /> activities and therefore does not hold jurisdiction over the proposed project. <br /> 2. Rice Creek Watershed District-The RCWD regulates all alteration,including excavation. If <br /> a permit application for the proposed project was submitted, Kate would like to see a <br /> comparison of the functions and values of the basin as it exists now and as it would be <br /> reconstructed. <br /> 3. USCOE - A permit from the COE would be required for alteration of the wetland basin. <br /> Because the area is likely greater than three acres,an individual permit would be required. <br /> An individual permit requires the COE to publish a public notice to other agencies and <br /> individuals who have opportunity to comment on a proposed project.As with Kate,Tim <br /> would like to see an analysis of the existing functions and values of the basin,a discussion <br /> about the benefits of the proposed project and the functions and values of the resulting new <br /> wetland.The permit application must also discuss alternatives to wetland alteration and why <br /> alternatives are not feasible. <br /> The City is now aware of several options available concerning storm water detention on the <br /> property.A future Council work session will be devoted to discussion of the options in order that <br /> the they can make a decision. <br /> cc: Steve Campbell <br /> Barry Peters <br /> Rocky Keehn <br /> Kelly Bettendorf <br />
