UNAPPROVED <br /> Page 6 <br /> April 27, 1998 <br /> Mounds View City Council <br /> 1 MOTION/SECOND: Quick/Stigney to AMEND the previous motion to include a continuation date of <br /> 2 May 11, 1998. <br /> 3 <br /> 4 Council member Stigney noted that one of the Council members is absent and he feels this is a pivotal <br /> 5 issue. He would like to have all council members available to vote on Items 5(D)and(E). <br /> 6 <br /> 7 Council member Koopmeiners felt it may be wise to continue the public hearing AFTER the <br /> 8 Comprehensive Plan update for Mounds View has been adopted. <br /> 9 <br /> 10 MOTION/SECOND: Koopmeiners/McCarty to AMEND the previous motion to include an indefinite date <br /> 11 subsequent to the completion and adoption of the Comprehensive Plan Update for the City of Mounds <br /> 12 View. <br /> 13 <br /> 14 Council member Stigney asked when the Comprehensive Plan Update is expected to be completed. <br /> 15 Mayor McCarty noted that it must be completed by December 31, 1998. <br /> 16 <br /> 17 Attorney Long noted that if there is not a date certain,the City will be required to re-notice the Public <br /> 18 Hearing. <br /> 19 <br /> 20 Mr.Rick Jopke,Community Development Director,asked about the 60 day approval/denial requirement. <br /> 21 Mr.Ericson stated a 60-day extension has already been granted,and May 29, 1998 will be the deadline for <br /> 22 a council decision. If the Council does not make a decision by that date,it will automatically be approved. <br /> 23 An additional 60 day extension could be granted,but would require the approval of the developer. <br /> 24 <br /> 25 Mayor McCarty noted that even with an additional 60-day extension,the Comprehensive Plan Update may <br /> 26 not be completed. He is concerned about maintaining the confidence and trust of the residents. He feels <br /> 27 the Council needs to act decisively and take action tonight. He does not see this proposal as the pivotal <br /> 28 point in all that the council is attempting to do. He feels the council members and staff need to honor <br /> 29 their commitments to a full,complete public involvement in the Comprehensive Planning process. <br /> 30 He is appealing to the Council to deny both of the motions and open the Public Hearing to allow residents <br /> 31 to give their input. <br /> 32 <br /> 33 VOTE on Amending original motion to approve continuation of Public Hearing after a Comprehensive <br /> 34 Plan Update has been approved by the City of Mounds View. <br /> 35 <br /> 36 3 ayes 1 nay(McCarty) Motion Carried <br /> 37 <br /> 38 Council member Koopmeiners stated he misunderstood the motion,and he would like to motion to <br /> 39 reconsider the previous vote. <br /> 40 <br /> 41 MOTION/SECOND: Koopmeiners/McCarty to reconsider the previous motion. <br /> 42 <br /> 43 VOTE: 4 ayes 0 nays Motion Carried <br /> 44 <br /> 45 MOTION/SECOND: Koopmeiners/McCarty to withdraw their original motion to continue the Public <br /> 46 Hearing after a Comprehensive Plan Update has been approved by the City of Mounds View. <br /> 47 <br />
