City of Mounds View Staff Report <br /> July 2, 1998 <br /> Page 2 <br /> 3. No permit shall be issued for the construction of a residential dwelling, garage, or garage <br /> expansion unless the driveway servicing the dwelling/garage is improved with a permanent <br /> surface. <br /> 4. The square footage (area) of a garage shall not exceed the foundation area of the house, <br /> except by CUP. This will finally provide a rational basis for the size of the garage relative <br /> to the size of the home. <br /> 5. The combined square-footage for accessory buildings in a rear yard would be reduced <br /> from 25% to 20% of the rear yard area. Twenty-five percent coverage of a rear yard--in <br /> my opinion--is too much <br /> 6. The maximum garage area without a CUP has been increased from 864 to 952 square feet. <br /> Most garage additions that would have fallen between 864 and 952 square feet have been <br /> approved with a rubber-stamp after a curt review. With the approval contingent upon <br /> items 4 and 5 above, the size of the garage would still be dictated by the size of the lot and <br /> the house. The increase may seem large, but put in perspective, the result would be <br /> represented by adding less than three feet to the back of a 32-foot wide garage. <br /> 7. The combined square footage for all accessory buildings on one lot shall not exceed 1,400 <br /> square feet. This is increased 136 square feet from 1,264 square feet. Again, the <br /> maximum can only be achieved on a lot that can support such coverage. <br /> 8. Currently, if a garage exceeds 1,000 square feet, no other accessory building (shed) is <br /> allowed. This requirement has been eliminated. Given the number of large lots in Mounds <br /> View, not being able to have a shed is a hardship. Again, items 4 and 5 would prevent <br /> over-coverage of accessory buildings on one lot. <br /> 9. Currently, the Code does not allow for garages with more than three stalls. Beginning in <br /> the R-3 district, language is added such that garages with more than three accesses are <br /> allowed but limited to the number of dwelling units present on the property. For example, <br /> a four-plex owner on an R-3 lot may construct a four car garage. <br /> 10. Because the space requirements of vehicles have decreased over the years, the parking lot <br /> stall dimensions will be reduced to 9 x 18 from 9 x 20. Many cities use the smaller sized- <br /> space and find it completely adequate. Mounds View has allowed the 9 x 18 spacing on <br /> the theater site, Silverview Estates, and most recently, on the Mermaid site. <br /> 11. The Code currently allows for gravel driveways with new, single-family and two-family <br /> home construction. This allowance has been eliminated. <br /> 12. All references to temporary surfacing will be removed to eliminate the confusion over the <br /> intent of the language (i.e., temporary in the temporal sense or in the physical sense?) <br />
