City of Mounds View Staff Report <br /> June 17, 1998 <br /> Page 2 <br /> number of developers who could submit a proposal because only one developer could <br /> demonstrate control of the Midland Videen property. A variation of this alternative would be to <br /> not require proof of control of the Midland Videen property. The City could select a developer <br /> based on the plan submitted, and the land bid for the City-owned parcel.The developer selected <br /> would then have to negotiate the purchase of the Midland Videen property and the City would <br /> have to negotiate with the developer to purchase the wetland outright or to purchase an easement <br /> to allow the city to do the mitigation necessary to solve the Community Center parking problem. <br /> Staff has drafted the attached Request For Proposals (RFP) which is based on the City acquiring <br /> an option on the Midland Videen property. If the Council chooses a different alternative the RFP <br /> would have to be amended. If authorized by the City Council, staff will send out the RFP to <br /> determine if there is developer interest in the two developable sites. The RFP will also help <br /> determine what kind of development could occur on the site and what developers would be <br /> willing to pay for the site in an open competitive process. If an acceptable proposal is received, <br /> the City could execute its option to purchase the Midland Videen site and sell the two sites to the <br /> selected developer. <br /> Recommendation: <br /> Staff recommends that the City Council pass Resolution No. 5246 authorizing staff to enter into <br /> an option to purchase the Midland Videen property and to send out the request proposal to solicit <br /> developer interest in the developable portion of the Midland Videen property as well as the City- <br /> owned parcel created by the relocation of Edgewood Drive. <br /> r J.� <br /> Rick Jopke, Co unity Development Director <br /> N:\DATA\USERS\RICKJO\SHARE\062298.RPT <br />
