CITY OF MOUNDS VIEW <br /> REQUEST FOR PROPOSAL <br /> 1.0 REQUEST: <br /> The City of Mounds View is seeking proposals from qualified developers to acquire and <br /> develop a 3 acre site located at the intersection of Edgewood Drive and Highway 10. <br /> 2.0 GENERAL BACKGROUND: <br /> 2.1 Site <br /> The City of Mounds View will be realigning Edgewood Drive to provide a safer <br /> signalized intersection with Highway 10. This realignment will create a city-owned 1 1/2 <br /> acre development parcel. Existing unneeded public right-of-way would be <br /> vacated and made part of the development site. The City also has an option on an <br /> adjacent vacant 9.4 acre privately-owned parcel which could be acquired and developed <br /> in conjunction with the city-owned parcel. Due to a wetland, only approximately 1 1/2 <br /> acres of the privately-owned parcel adjacent to the city-owned site is developable. When <br /> these parcels are combined together the development site will be approximately 3 acres in <br /> size. <br /> 2.2 Development Objectives <br /> It is the city's goal to facilitate development of these two sites to enhance the city's tax <br /> base, provide a quality aesthetic physical environment which enhances the <br /> adjacent city hall/community center complex and protects and enhances the wetland. <br /> 2.3 Comprehensive Plan Designation <br /> The city's comprehensive plan currently designates the city-owned site as CC Civic <br /> Center. The privately-owned site is designated as MD Medium Density Residential and <br /> HC Highway Commercial. The City will consider redesignating the site for office/ <br /> commercial uses which are designed to meet the above-mentioned city development <br /> objectives. <br /> 2.4 Zoning <br /> The city-owned site is zoned PF Public Facilities and the privately-owned site is zoned <br /> B-3 Highway Business. The city will consider rezoning the site to a planned unit <br /> development(PUD)to provide design and use flexibility for an appropriate well designed <br /> project. <br />
