The existing <br /> intersection is at a very skewed angle, as are several others along TH 10. However,this intersection <br /> is also quite close to County Road 1-12. In order to prevent operational problems along TH 10, the <br /> relocated signalized intersection must be located at the approximate mid-point between the two <br /> existing signals on TH 10 at County Road H2 and at Long Lake Road. This location also best fits <br /> the connection to the city street proposed for the west side of TH 10 connecting to County Road H2 <br /> and providing access to the proposed development on the west side of TH 10. <br /> The proposed traffic signal for the new intersection is justified by traffic volumes from the expanded <br /> Community Center across from City Hall and from the development proposed on the west side of <br /> TH 10. Funding for the relocation is partially coming from the development on the west side. <br /> Mn/DOT has not agreed to fund any portion of the relocation of the intersection or the traffic signal, <br /> despite the improvements to TH 10_ <br /> To accommodate the location requirements of the intersection for traffic signals and for the <br /> development on the west side of TH 10, Edgewood Drive must be curved as it passes City Hall. It <br /> is desirable to provide a smooth 30 mph design speed curve. This design provides good traffic <br /> operations. Lesser design speeds have poor operations, including safety concerns of vehicles <br /> traveling over the centerline or hitting the curb. This has been demonstrated in instances where a <br /> low speed curve has been placed on an arterial street. This particular area also needs adequate sight <br /> distance along relocated Edgewood Drive to the entrances to the Community Center parking lot, <br /> relocated City Hall entrance and the entrance to the potential development in the area south of the <br /> relocated Edgewood Drive. Finally, in order to obtain Municipal State Aid funds for Edgewood <br /> Drive, a 30 mph design speed is necessary. <br /> The original concept provided a 30 mph design speed had significant impacts on the City Hall <br /> parking lot. To maintain the number of parking spaces currently provided, a concept of extending <br />
