PAUL C j 003:003
Mike Ulrich
June 19, 1998
Page 2
the parking lot to the west and reversing the parking aisles from a north-south alignment to an east-
west alignment was proposed. This would impact existing trees and the berm on the west side of
the parking lot.
We revisited the design of the Edgewood Drive relocation. It can be slightly adjusted but the need
for safe operation of the Edgewood Drive curve prevents any major reduction in the impact to the
City Hall parking lot. Consideration instead should be given to not fully replacing all existing
parking spaces. The existing capacity of the City Hall parking lot appears to be greater than the
demand during the day except for rare occasions. The extra capacity is utilized when there is a City
Council or Planning Commission meeting which draws a large crowd, or when there is a
combination of ball games or other activities on the nearby fields at the same time as a Council or
Planning Commission meeting. One option for overflow parking is to utilize the Community Center
parking area on the east side of Edgewood Drive. A second option would be to construct a small
parking lot between the water tower and the Public Works garage on the south side of Bronson
Drive.
Based on our review of the concerns, we believe it is still very desirable to provide the safety
associated with the 30 mph design speed on Edgewood Drive. In the design stages, care can be taken
to expand the parking lot in front of City Hall as much as possible without impacting the major
growth of trees or making major changes in the berm which is in place. We can then determine the
reduced number of spaces and see if they can be provided elsewhere on the City Hall campus, either
at other locations around the building or by providing softball parking adjacent to the water tower.
The other option is to look strictly at using overflow parking on the east side of Edgewood Drive in
the Community Center parking lot.
If you have any questions or need any additional information, please feel free to call Steve, Pam
Maki or me.
sah
c: Rick Jopke, City of Mounds View
•
Steve Campbell, SEH
Pam Maki, SEH
F:l projects\mn\mound197081c1ulrich.Ci►9.wpd
