Page 6 <br /> May 26, 1998 <br /> Mounds View City Council <br /> created by the theater development. <br /> Mayor McCarty stated that the theater traffic could be tracked and if it is found that the traffic is <br /> using the neighborhood streets that were not intended for this use, and it causes a safety issue on <br /> the street, the City will respond with some type of traffic control be it signage, etc. <br /> Mr. Padgin asked if the citizens would notify the police department when traffic situations from <br /> the theater project occur. <br /> Mayor McCarty said the City would know of problems before the citizens started making <br /> reports. He also encouraged notifying the Council by writing letters or coming to Council <br /> meetings. <br /> Lynn Thomison, 5301 Edgewood Drive, asked for a point of clarification from the Council. <br /> She asked for clarification on Item 4 of the letter that she had submitted to the City Council May <br /> 26, 1998. Is it Mounds View's obligation to spell out exactly what is necessary in the <br /> construction and the text of a petition, if the residents decide to pursue the sufficiency matters, <br /> she asked. Ms. Thomison asked if the City would be willing to help construct these documents. <br /> Mayor McCarty stated whenever there is a petition for either a referendum or an initiative the <br /> sponsoring committee should take it upon themselves to get the proper expertise to help them <br /> write the appropriate documents. Inclusion of the City staff in this process would put an <br /> improper stamp of approval and the results would be skewed. The Mayor recommended <br /> contacting the Charter Commission. <br /> Geri Evans stated she would be happy to respond to any questions that the citizens might have <br /> in regards to legal matters concerning the petition process in question. <br /> D. Approval of New Drywall Bid for Community Center <br /> Administrator Whiting gave his report as follows: <br /> It was discovered that the City is required to have prevailing wages on the site of the new <br /> community center. Because of this fact a new contract is needed between the City and the <br /> drywall contractor for this project. Staff is recommending that the currently contracted drywall <br /> firm be paid for services to date and a new contractor be hired to complete the job with a union <br /> crew. <br /> The City Attorney is reviewing the contract. The City,the architect and the construction <br /> manager are researching how the omission of this requirement came about. To be in compliance <br /> with the terms of the grant the City must abide by the prevailing wage requirements. <br />
