Item No. 74 <br /> Staff Report No. <br /> Meeting Date: August 24, 1998 <br /> Type of Business: CB <br /> WK: Work Session;PH:Public Hearing; <br /> CA:Consent Agenda;CB:Council Business <br /> City of Mounds View Staff Report <br /> To: Honorable Mayor and City Council <br /> From: James Ericson, Planning Associate <br /> Item Title/Subject: Consideration of Resolution 5262, a Resolution Approving a <br /> Development Review Requested by SYSCO Foods to Expand <br /> Their Food Distribution and Warehouse Facility Located at 2400 <br /> County Road J; Planning Case No. 532-98. <br /> Date of Report: August 20, 1998 <br /> Applicable Regulations: <br /> • Development Review: Section 1006.06 requires that all commercial and industrial <br /> development within the City be subject to review by the Planning Commission and <br /> approval by the City Council. <br /> Summary: <br /> SYSCO Foods has applied for a development review to expand their existing facility located at <br /> 2400 County Road J. The expansion will add approximately 106,000 square feet of space to the <br /> building and 152,500 square feet of parking area for trucks and automobiles. The additions to the <br /> building will increase freezer space by 43,500 sf; cooler space by 25,500 sf; dry goods space by <br /> 16,100 sf and then an additional 21,500 sf for offices. Other facets of this expansion include an <br /> expansion of the access driveway leading back to rear of the building, relocation of the will-call <br /> area, construction of additional auto parking at the northeast corner of the site and additional <br /> truck parking along the west side of the property. <br /> Discussion: <br /> Drainage and Soil Suitability <br /> At the time this report was written, staff had not yet received a copy of the drainage plan prepared <br /> for the SYSCO site. It is our understanding, however, that when the development was <br /> constructed in 1988, the ponding was sized to accommodate the maximum planned buildout. I <br /> verified that this was the case with SEH and also with Rice Creek Watershed District, who <br /> indicated that because of the magnitude of the expansion and the size of the site, a new watershed <br /> district permit would need to be obtained. Staff has not yet received a copy of the drainage plan, <br /> although we have received a copy of the drainage calculations, which were sent to the City <br /> Engineer for review. With regard to soil suitability, it is staffs understanding that the soils are <br /> reasonably suited for the planned expansion, however the applicant will be providing information <br /> to the City to support this. <br />
